This is an internal posting for internal candidates only (Government Analyst I/ Personnel Liaison) This position serves as the liaison between the West Central Regional HR Office and the employees of the Department of Health in Pinellas County (DOH). The incumbent works with as part of the Personnel Liaison office which is comprised of one other Personnel Liaison and the Personnel Liaison Supervisor. The Personnel Liaison is primarily responsible for fingerprinting and/or initiating the drug screening process for candidates, as well as initiating recruitment and classification actions within the HR ticketing system. This is also an administrative role with the incumbent ensuring service awards and plaques are sent out to staff, the weekly employment opportunities report is sent out in a timely fashion, employee badges are created with the correct titles and access, and mandatory posters are displayed at all centers of the DOH. This position requires an individual who has prior Human Resources experience, can communicate effectively; answering questions and explaining DOH policy and procedure, can multi-task, is efficient in excel spreadsheets, can track and analyze data, and has good time management skills. Other responsibilities are detailed below. Your Specific Responsibilities: Recruitment -

Work with supervisors as requested in reviewing, creating, modifying, and submitting requisitions in People First Talent Management.

Ensure Veteran Preference points are applied to each step of the recruitment process for qualified veterans.

Assist with coordinating and/or conducting screenings for pre-employment of employees and non-employees prior to starting.

Coordinate drug screening with the selected candidate prior to starting in a safety sensitive position.

Ensure hiring managers have conducted verifications of the required professional licenses.

Ensure new hire forms are completed by employee / non-employee via FLHealthDesk-HR in three (3) business days of hire.

Ensure certification of Section 2 of Form I-9 is completed and utilize the DOH I-9 Survey Tool within three (3) business days of hire.

Conduct employment verification utilizing E-Verify system (print verification page) within three (3) business days of hire.

Leads new employee on-boarding bi-weekly either remotely or in-person, as needed.

Payroll -

Consult with servicing HR office for any payroll actions that potentially have an adverse effect on the employee.

Advise management of policy limitations for payroll activities utilizing the Pay and Salary Actions policy (DOHP 60-37).

Collect documentation for current employees with expiring work authorization documents and send to servicing HR.

Report leave without pay to servicing HR by payroll deadline.

Submit classification tickets including temporary special duty (TSD) pay additives at least 14 days before the effective date. If extension beyond 90 days of a TSD is required, initiate a new classification ticket.

Initiate a Leave of Absence ticket for military leave of absence for all OPS employees or salaried employees spanning longer than 30 days. Collect required documentation.

Initiate a Leave of Absence ticket for an Academic Break to commence leave and another to return from leave by established payroll deadlines.

Forward Wage Garnishment orders to appropriate legal counsel within one (1) business day of receipt.

Attendance and Leave -

Act as the Time Administrator and assist supervisors to ensure attendance and leave records are approved in People First by the established payroll deadline. Communicate information to employees about early payroll deadlines.

Review missing timesheet report and ensure missing timesheets are approved within two (2) business days.

Assist employees with submitting Sick Leave Transfer Request to Use tickets, ensure medical documentation is provided, ensure timesheet is entered bi-weekly, and reply to FLHealthDesk-HR email when timesheet has been entered.

Review administrative leave use report to ensure employees have appropriately recorded time and submitted required documentation to support absence (if applicable).

Ensure employees are referred to the New Employee Information SharePoint page for information regarding benefits, both agency and state-sponsored.

Schedule onsite visits by approved benefits vendors and schedule Florida Retirement System seminars as requested.

Initiate or assist employees with submitting a retirement application ticket in FLHealthDesk-HR.

Labor Relations -

Assist with submitting FMLA tickets in ticketing system.

Assist with requests for sick leave donations.

Forward reports regarding performance expectations and evaluations deadlines

General -

Ensure posters, including but not limited to equal opportunity, minimum wage, workers’ compensation, and EAP are displayed as required by law or policy.

Coordinate the issuance of employee identification badges.

Ensure Dual Employment and Outside Employment requests are approved prior to employee starting.

Participate on servicing HR conference calls.

Distribute personnel-related information such as payroll deadlines, retirement and insurance, open enrollments, performance appraisals due and overdue, missing timesheets, financial disclosure, etc.

Initiate Separation ticket for voluntary separations within one (1) business day of becoming aware.

Teach On-Boarding every 2 weeks, to all new hires. Including, PF, intranet use, HR documents and forms and the FL Health Desk – HR.

Employment Opportunity report completed every Friday.

Participate in the training managers/supervisors and staff about Human Resources processes and documentation.

Provides consultation with managers and supervisors based upon well-established practices, procedures, and knowledge.

Required Knowledge, Skills, and Abilities:

Knowledge of one or more personnel program function, such as Selection, Classification and Pay, Employee Benefits, Labor Relations, Employer/Employee Relations or Training.

Ability to understand and apply applicable rules, regulations, policies and procedures relating to personnel program functions.

Ability to collect, evaluate, and analyze data relating to personnel program functions.

Ability to communicate effectively, verbally and in writing.

Ability to work independently and as part of a team.

Ability to plan, organize, and coordinate work assignments.

Ability to effectively use different computer programs such as MS Office products and Outlook.

Ability to train others on various HR functions either one-on-one, in a group setting, remotely, or in person.

Qualifications:

Minimum –

3 or more years of experience using Microsoft Office products (excel, word, powerpoint, etc.)

3 or more years of experience in an office setting providing administrative support (answering phones, data entry, creating business documents, maintaining spreadsheets, etc.)

1 to 3 years of Human Resources experience (Completing I-9s & E-Verify, recruitment, payroll, training, benefits, etc.)

1 to 3 years of public speaking or training experience.

Preferred -

1 to 3 years of experience using People First or similar applicant tracking system.

Experience applying Veteran's Preference points to recruitment actions.

Experience conducting fingerprints.
