CONDITIONS OF EMPLOYMENT:

New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.

The Department of Military Affairs is paid on a monthly basis.

This position is a Cooperative Agreement position.

As a CANDIDATE, you are required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications.

Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.

NOTE

MINIMUM REQUIREMENTS:

A Bachelor's Degree from an accredited College or University with a major in Engineering, Geospatial Information Systems, or a related field AND Four (4) years of professional experience in Engineering, Geospatial Information Systems, or a related field; OR

An Associate's Degree from an accredited College or University with a course of study in a field related to Engineering or Geospatial Information Systems AND Six (6) years of professional experience in Engineering, Geospatial Information Systems, or a related field; OR

A High School Diploma AND Eight (8) years of professional experience in Engineering, Geospatial Information Systems, or a related field

DUTIES AND RESPONSIBILITIES:

Operates as the DPW GIS program manager. Is responsible for the compliance with all Federal and State GIS program requirements. Ensures that data integrity, naming conventions, layer formats, and attribute tables fully comply with SDSFIE standards. Manages all data management for all horizontal and vertical real property, all utilities, and corresponding data is maintained for seamless integration into a master geo-referenced product that is used to coordinate all construction and maintenance activities on Camp Blanding.

Operates as the Camp Blanding DPW CAD integration specialist. Receiving all physical changes to Real Property and transferring the data into CAD from printed copy, and other sources. Provides direct CAD support to construction operations and facility maintenance, in order to facilitate accurate data collection and distribution.

Is the primary Garrison point of contact for Federal GIS oversight and State agency GIS operations and other GIS entities to ensure data compatibility, in an integrated effort. Notifies Federal Supervisor of all new reporting and data collection requirements and changes. Notifies Federal Supervisor of all requisite training attendance and equipment needs.

Reviews and edits architectural plans for project execution and project closeout. Converts archived paper drawings and blueprints for integration into the facilities geo referenced master map.

Coordinates with State Master Planning and other divisions to ensure data compatibility, in an integrated effort. Notifies FMS of all new reporting and data collection requirements and changes. Notifies FMS of all requisite training attendance and equipment needs.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the principles, practices, and techniques of CAD design, computer operations, and information analysis.

Knowledge of project management, cost estimating and justification techniques.

Knowledge of Geospatial Information System design and operations.

Ability to operate ESRI ARCGIS software products.

Ability to identify the needs and concerns of information users within the organization.

Ability to interpret technical information relating to commercial architectural, civil, and infrastructure standards.

Ability to plan, organize and coordinate work assignments.

Ability to communicate technical information effectively both verbally and in writing.

Ability to establish and maintain effective working relationships with others.

Ability to understand and apply applicable rules, regulations, policies, and procedures.

Ability to assess future information needs so that the data bases can evolve in an appropriate manner.

Ability to educate top management in the need for strategic planning of data and enforcement of common data definitions and models.
