CONDITIONS OF EMPLOYMENT:

New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.

The Department of Military Affairs is paid on a monthly basis.

This position is a Cooperative Agreement position.

As a CANDIDATE, you are required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications.

Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.

NOTE

MINIMUM REQUIREMENTS:

A Bachelor’s Degree from an accredited University or College with a major in Finance, Accounting, or related field AND Two (2) years of professional experience in Finance, Budget Analyst, Financial Analysis, Financial Planning, Investment Banking, Money Managing, Commercial Banking, Credit Manager, Quantitative Analyst, or related field; OR

An Associate’s Degree from an accredited University or College with major coursework in Finance, Accounting, or related field AND Four (4) years of professional experience in Finance, Budget Analyst, Financial Analysis, Financial Planning, Investment Banking, Money Managing, Commercial Banking, Credit Manager, Quantitative Analyst, or related field; OR

A High School Diploma or equivalent AND Six (6) years of professional experience in Finance, Budget Analyst, Financial Analysis, Financial Planning, Investment Banking, Money Managing, Commercial Banking, Credit Manager, Quantitative Analyst, or related field

Must be proficient with Microsoft Office Software (Outlook, Excel, etc.)

Must be proficient with Quicken.

DUTIES AND RESPONSIBILITIES:

Maintains journals and accountant ledgers that include multiple transactions that require knowledge of methods and accounting procedures.

Managing revenue and liability projections.

Prepares fiscal analysis on execution and reimbursements for State and Cooperative Agreement accounts. Prepares routine monthly accounting statements involving multiple reports developed to account for various monthly expenses.

Manages spend plans coordinating with Operations Manager.

Performs analytical budget duties, analyzes prior year spending, formulates budget estimates, monitors & reconciles program spending, ensures full cost cover for allocated & reimbursed funds, prepares budget reports, assist in fiscal end closeout, responds to data call.

Utilizes automated systems to input review and analyze cost data for budget planning and execution, and communications budgetary issues with management, staff and external organizations, and provides recommendations for priorities for use of financial resources.

Prepares worksheets budget forms and statistical summaries needed to formulate budgets; tracks all personal service costs; examines cost incurred by various services and programs. Supports financial audit requirements by gathering appropriate documentation in response to audit requests and data call requirements.

Complete Modifications (MODs) which includes Managing spend plans and managing the cash flow, investments, divestments, and revenue projections of the assigned trust funds.

Maintains various spreadsheets, multiple Quicken accounts and ability to work within various State database programs. Makes recommendations for financial actions by analyzing accounting options.

Communicates with customers, venders and staff. Account for and balance financial transactions against system generated reports and customer requirements. Performs work to establish, maintain, correct and close financial accounts for current and prior fiscal years.

Reviews and interprets new and established directives, instructions, regulations and delegations.

Evaluates and integrates estimates and funding requests. Coordinates, develops and prepares the current year program and monitors and tracks obligations. Prepares, reviews and submits all vouchers being transmitted for payment by verifying documentation and requesting disbursements

Plans, develops and formulates budgets for assigned accounts. Performs full range of budget analysis in support of multiple appropriations.

Complete MOD’s (Modifications) which includes Preparing and processing budget amendments, preparing and developing the agency’s Legislative Budget Request, preparing/analyzing fiscal impacts for legislative bills and managing and tracking Salary and Benefits and Salary Rate.

Selects and enters budget information on a wide variety of related forms, schedules, and reports. Balance, reconcile and research as needed for assigned accounts. Maintains multiple bank accounts. Reconciles all accounts on a monthly basis, researches and corrects discrepancies.

Monitors and tracks obligations and expenditures of the annual budget for assigned appropriations.

Preparing and developing the agency’s Legislative Budget Requests.

Oversees and assists budget reporting for the division. Reviews and makes recommendations for the development of budget issues and budget amendments. Works collaboratively with programmatic staff to meet deadlines.

Investigates, assesses, analyzes, and provides innovative solutions for budget issues and/or problems in a timely manner.

Verifies that obligations and expenditures occur on a timely basis according to the annual plan and regulatory controls and are within amount programmed.

Monitors the condition of all budget entity trust funds, manages the department accrual reports for assigned trust funds and coordinates with division staff of related concerns for continued solvency.

Monitors and projects the Division’s salary and rate balances.

Data Entry.

All other duties as assigned that are vital to department budgetary operations, to ensure program compliance with organizational, state, and federal rules and regulations.
