Overview The Release Train Engineer is responsible for facilitating and coaching the Agile Release Trains. They coordinate Agile Release Train events, which includes PI Planning, System Demo, Scrum of Scrums, PI Inspect & Adapt and PO Sync. They are a servant leader and coach to their value stream and stakeholders. They Act as the next level escalation for obstacles reported by Development Teams and strive to empower teams to remove impediments. Works with the Program Team to resolve or escalate risks and issues and ensures collaboration in cross-train Scrum of Scrums. This role manages a continuous workflow of their teams. They advocate, adopt and coach their teams on lean, agile and scrum practices following scaled agile principles. Delivers results through performance/process metrics and business value metrics. Individual contributor and mentor to teams of various agile maturity.Responsibilities

Responsible for managing agile release train for a given value stream and ensuring scrum team success.

Act as escalation point for impediments the team cannot remove in a timely manner

Own escalated impediments and raise issues to leadership if they cannot be resolved in a timely manner

Continuously work with teams and to deliver PI Objectives

Owns the Risk, Issues, Action and Decision Register for a specific train

Manage dependencies between Development Teams within and across Programs or Agile Release Trains

Partner with stakeholders to identify and address staffing and tool needs

Enable and coach teams to define capacity for PI Planning

Serve as owner of program release communication plan; schedule and facilitate release planning activities

Gather and report performance information and metrics (e.g., Release burn down data, etc.)

Collaborate with Product Management, Systems Architects, teams as needed

Build and maintain relationships with lines of business, teams, management, and key stakeholders

Assist with developing and delivering training and workshops as requested

Become an influential leader within for the team and promote Agility across Navy Federal

Help resolve team conflicts when needed

Exhibit behaviors of a Lean-Agile Leader through mindset; helps the team embrace SAFe core values, adopt and apply SAFe principles and implement SAFe practices

Understand basics of Data Engineering work and contexts of the data product development, accordingly customize the approach/process/artifacts to meet the delivery need of the team

Engage with team and train in planning and delivery, protect the teams from outside interruptions

Run Scrum of Scrums (SoS) and own agile delivery for the committed features of the ART

Challenge old norms to improve performance in the areas of quality, predictability, flow, and velocity

Review ADO team and program board regularly and ensure teams update ADO properly

Coaches teams in scaled agile practices and help teams using ADO consistently and effectively

Capture and Analyze program metrics and help teams for improvement

Tracking team and program/ART status of PI goals, dependency and risk logs using ADO

Qualifications

Bachelor's degree in Information Technology, Computer Science, or related field, or the equivalent combination of education, training, and experience

Significant experience in agile transformation, coaching and transitioning teams, programs, and portfolios

Leading SAFe, SAFe RTE, SAFe Advanced Scrum Master and SAFe Program Consultant Certifications

12+ years of experience within Information Technology as RTE, Product Manager or Product Owner

Experience coaching agile teams, and assessing their development maturity

Strong knowledge of SAFe framework and implement them in real world projects

Hands on experience of at least Agile tools e.g. ADO, JIRA, Version One

Experience in creating reporting metrics and dashboards that illustrate the flow of value

Experience as an RTE or Delivery Lead in leading transformation

Experience in leading, guiding and coaching professional staff

Ability to coach and mentor scrum masters and empower the delivery teams to embrace agility

Ability to remove impediments that impact the team’s planned execution

Ability to create release plans and roadmaps needed for existing product or platform release

Advanced skill in motivating and uplifting team members using teaching/mentoring skills

Advanced skill building effective relationships through rapport, trust, diplomacy and tact

Advanced problem solving, collaboration, critical thinking, team building, and presentation skills

Advanced verbal, interpersonal and written communication skills

Ability to work both independently and as part of a team in a matrixed environment

Advanced skill to deliver presentations to virtual and in-person teams

Basic understanding of the Data Engineering and how it adds value to the organization

Experience of Continuous Integration/Continuous Deployment (CI/CD)

Very good team player and ability to work with people from diverse background

Desired Qualification(s)

Hands on Data Engineering experience as Data Analyst, Data Engineer or Tester

Experience working within an organization going through an Agile transformation

Expert in ADO including customized reports using ADO and PowerBI

Familiarity with banking industry standards and regulations
