The COO is responsible for the smooth and efficient operation of WestCare services including the overall delivery of behavioral health services and related clinical care for the current operational entities, Guidance Care Center, Village South, and Gulf Coast Florida, as well as effectively managing all related resources associated with WestCare operations within the Florida region. The COO exercises management responsibility over Florida operations ensuring quality services designed to meet the needs of clients, the public, and staff. This will either be done directly or through delegation of responsibility to the management staff. The management portfolio held by this leader is notably diverse, with corresponding broad organizational implications and complexity, characterized by substantial scope of responsibility. The COO is a key individual supporting the CEO in representing the system to other public and private organizationsand the community. Essential Job Functions:

Provide leadership to the Florida operations team to maximize quality, cost effectiveness, and responsiveness to community needs and priorities in the various geographical areas we serve.

Work in conjunction with Executive Management, Senior Staff, community partners and government agencies to discuss issues, coordinate activities, and resolve problems arising from the operational entities with the organization including employment issues, service delivery issues, contract compliance issues, staffing requirement issues, budgeting and financial adjustment issues, legal and risk management issues, and operational regulatory issues.

Work with Senior Staff and Executive Management to ensure the Florida Operational Entities financial strength, determine areas of potential cost reduction, conduct contract evaluations, review results on an on-going basis and take corrective action to achieve the annual budget.

Select and develop Florida Vice Presidents to build a high performing team who will meet the organization's goals and program and fiscal objectives.

Conduct annual performance reviews and ensure performance reviews are conducted on all Florida Operational Entity staff.

Lead and participate in planning and budgeting processes and be accountable for developing and implementing action plans to achieve annual objectives.

Provide leadership and work collaboratively with Vice Presidents and staff to evaluate new opportunities and implement new programs and services that improve the organization's market position.

Direct the establishment of Community Action Councils (CACs) in Florida and support ongoing leadership and management of existing CACs by Florida Vice Presidents.

Implement high standards of service for care, monitor quality and take corrective action to ensure accreditation and regulatory guidelines are met.

Collaborate with colleagues and team members in providing strategic recommendations and advice.

Be available, on-call, to respond to or direct emergency situations or crises response situations as they arise.

Participate in and support WestCare Board Meetings, Board Committee Meetings, Community Action Council Meetings, and other leadership meetings as required.

Participate or serve as a member on state or national workgroups, think tanks, and leadership or policy organizations as a WestCare representative in order to both promote WestCare and to bring current state of the art programming into WestCare.

QualificationsExperience and Competencies:

Prior experience leading and managing complex operations at a senior executive management level.

Knowledge of the goals, objectives, structure, and operations of a multi-faceted organization.

Ability to think strategically, conduct planning, anticipate future trends and consequences, perform complex tasks and to prioritize multiple projects.

Knowledge of institutional policies and procedures, regulations and bylaws, and the legal environment in which they operate.

Ability to foster cooperative work environment.

Strong interpersonal skills and the ability to effectively work with a wide range of individuals and constituencies in a diverse community.

Strong analytical and critical thinking skills and the ability to analyze, summarize and effectively present data.

Ability to make difficult decisions.

Ability to understand multiple types of financial and legal documents.

Ability to supervise management staff and hold subordinates accountable for organizational goals.

Advanced verbal and written communication skills and the ability to present effectively to small and large groups.

Ability to seek out new work projects and contribute ideas and efforts to the constant improvement of WestCare services.

Education:

Master’s Degree in a related field or comparable years of qualifying experience.

Working Conditions:

Extensive travel throughout the State of Florida and other meeting locations across WestCare, including overnight stays.

Routine tasks are performed in an office setting or other business setting.

Fast paced environment.

Potential for high noise level at times.

A minimum of 40 hours per week are expected but significantly more hours will be required from time to time. Completion of job duties may require working before and after normal working hours.
