To learn more about Conti Federal, please visit http://www.contifederal.com/ General Position Description The Regional Quality Control Manager will lead and manage Project Quality Control Managers to ensure a high level of quality on construction sites within their assigned region. The Regional Quality Control Manager will partner closely with Conti Federal’s construction project executives, project team members, and other functional staff. This position primarily reports to the Director of Quality and supports the management of the entire Conti Federal Quality Control (QC) Enterprise. Responsibilities include building the QC Enterprise on a continuous basis. Provides status updates to the Director of Quality as needed. Reviews projects and QCM performance to ensure QC Systems are in alignment with Conti’s established standards for each project. Manages QC requirements on projects within their region and provides coverage when necessary. Demonstrates and champions continuous process improvement at the project and corporate level. Coaches, mentors, and trains Quality Control Managers to elevate their performance and professional development. Responsibilities
Accurately collects, processes, and analyzes data to formulate a solution.
Coordinates with the Director of Quality and project QCMs to ensure timely reporting of QC metrics, KPIs, and Points of Information.
Knowledgeable and champions the requirements and processes of the QC Enterprise.
Writes clear and concise documents.
Studies and masters all aspects of the contract, specifications, addendum, pre-bid information, and plans as needed on a project.
Establishes excellent working and professional relationships with the clients and their representatives and/or field inspectors.
Attentively executes responsibilities/tasks with accuracy and precision. Pays close attention to details.
Gathers data and creates user-friendly reports for management action on project performance measurables for Quality, including rework costs, first-time quality, non-conformance reports, etc. across the region. Utilizes this data to drive continuous improvement.
Evaluate the projects’ and QCMs' performance to determine if there are any job issues or delineations from the Conti norms.
Continually strives to improve processes and procedures to reduce waste. Develop or discover new methods to make the company more competitive, efficient, and profitable.
Has a solid time management system and demonstrates excellent organizational skills.
Performs multiple tasks simultaneously without compromising values or quality.
Ensures activities and actions (i.e., submittals, work plans, schedules, pre-construction meetings with the client) are conducted promptly to ensure effective project startup, operations, and closeout.
Reviews the specifications as needed and knows the client's expectations for deliverables. Ensures compliance through in-depth reviews of the project documents including the safety and health plan, work plans, and quality control plans.
Knows the schedule and estimate strategy. Ensures the quality management systems are properly integrated to provide the most efficient and goal-oriented program possible.
Review test methods and procedures with in-house technicians and subcontractor labs. Discusses the requirements with the project QCM and Superintendent to ensure all testing is performed according to the proper procedures and all the data is properly collected.
Provide backup for submittal reviews as needed. Ensures incoming products and materials are acceptable (i.e., specification, grade, timeliness).
Tracks non-conformance for status and corrective actions. Discusses resolution ideas with the project team and proper dispositions.
Oversees with project QCMs in the conduct of the Three Phase Quality System at the project level. Works with the project team to ensure meetings are thorough and conducted on time.
Assists in the assembly of Startup project submittals which includes QC Plan Test and Inspection Log, Submittal Register Review, and gaining the required up-to-date team resumes. Assists compliance for each phase from initial schedule to final printing and distribution.
Complies with safety procedures/policies and addresses and/or elevates non-compliance among all employees, subcontractors, and vendors.
Provides input to the SME group for technical needs and requirements on a project.
Coaches, mentors, and trains QCMs to drive Conti QC Enterprise processes.
Constantly explores opportunities for improvement in all functions of our operations.
Qualifications
For Security Clearance Requirements – Must be a US Citizen, as required.
Bachelor's Degree in Engineering, Architecture, or Construction Management. Experience may be considered in lieu of education.
Master's Degree preferred.
Excellent leadership and communication skills.
Current USACE Construction Quality Control for Contractors certification.
Fifteen or more years of relevant construction industry experience. Federal construction experience preferred.
Proficient and Knowledgeable of in the Three Phases of Control Quality Management System utilized by USACE and other Federal Government Agencies.
Training and experience with the USACE Resident Management System (RMS) 3.0.
Experience with submittal management.
Ability to read and understand contract drawings and specifications.
Proficient in Microsoft Suite (Excel, PowerPoint, Outlook, Word, etc.).
Physical Requirements
Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crouching, kneeling, crawling or stretching.
Must be able to lift up to 50 pounds at a time.
