Our employees are not only part of history, but they're also making history.Northrop Grumman Aerospace Systems (NGAS) is currently seeking a Price/Cost Proposal Analyst , to support the Strike Division at the Center of Excellence site in Melbourne, FL.Analyst will be responsible for evaluating supplier proposals under multiple contract types, to include, but not limited to, Firm Fixed Price (FFP), Cost Type, and Indefinite Delivery and Indefinite Quantity (IDIQ) and providing a fair and reasonable position in a price/cost analysis report (PCAR). Other items that fall under this statement of work are Option Price Verification, evaluating Request for Equitable Adjustments (REAs) and evaluating and providing a position on Supplier's Accounting and Billing Systems. PCARs are required under Federal Acquisition Regulation) FAR and will support NG customer proposal submittals, as well as the Procurement Organization for change proposals that exceed $2M. This position will collaborate across multiple functions such as Contracts, Pricing & Estimating, Engineering, Global Supply Chain, and Program Management to prepare and submit first-time quality, compliant, and on-time PCARs to support the customer commitments, as well as NG's financial goals.Specific duties include:Evaluates Supplier proposals for compliance to Federal Acquisition Regulation (FAR) and Northrop Grumman requirements and prepares and performs a detailed analysis documented in a Price/Cost Analysis Report (PCAR) of supporting documentation to validate labor, material, and other cost elements such as travel, other direct costs (ODCs), rates, escalation and profit/fee. Performs cost estimating/pricing duties and analysis in accordance with recognized industry best practices, specific solicitation, and customer requirements, and in full compliance with USG regulatory requirements. Conducts market research, analyze historical data, and develop cost estimating models and factors to evaluate price reasonableness and develop negotiation positions. Compiles information from periodicals, catalogs, and other sources to stay informed on regulations (e.g., FAR, DFARS, etc.), price trends and manufacturing processes. Confers with suppliers and analyzes suppliers' operations to determine factors that affect prices. Participates in fact-finding sessions via telecom or at supplier's site to review basis of estimates (BOEs) and source documentation verifying proposal cost estimates. May analyze and audit direct/indirect rates at supplier locations to provide rate recommendations. Perform regression analysis to account for learning or quantity variance as required. Requests and obtains DCAA Assist Audits where applicable. Interfaces with responsible engineers regarding the integration of technical evaluations into the cost analysis when appropriate. Establishes supplier proposed vs. negotiation objective positions by major element of cost to attain formal Supply Chain Management approval for supplier negotiations and prepares presentations summarizing the review. Provide negotiation support throughout the subcontract definition process. Maintains all records and supporting data used and provided in support of proposals. Supports GSC pricing and estimating activities both during the proposal phase and in post award execution. Provides Make/Buy Analysis support upon request.Basic Qualifications:

Bachelor's degree with 6 years of experience or a Master's Degree with 4 years of experience in the following areas: Proposal Development, Business Administration, Accounting, Finance, Economics, Pricing, Estimating and/or related experience

Experience with the government proposal process

Knowledge and understanding of labor/material estimating, proposal analysis, and proposal adequacy as prescribed in DFARS

Experience with cost accounting, pricing and estimating concepts and principles.

Proficiency with MS Office Suite, specifically Excel and Word

Must have a working knowledge of the Government contracting environment (FAR and DFARS)

Preferred Qualifications:

Familiarity with the concept and application of Cost Improvement Curves, Technical and creative writing skills.

Ability to write the PCAR and tell the story of the analysis performed and the results so that the reader understands and can follow "first time".

Ability to meet deadlines in a challenging, multi-tasking environment while managing multiple proposals with excellent analytical skills and attention to detail.

Knowledge of Direct and Indirect Rate Proposal and Audit Process

Self-starter

Ability to "self-teach" certain things such as calculations/formulas to enable a more efficient process

Ability to multi-task while maintaining quality within the work product

Knowledge of SAP

Must have familiarity of aerospace production operation functions, tasks, and processes

Intimate background with Global Supply Chain Subcontract/Procurement requirements

FAR proposal adequacy and execution

Active DoD Secret or Top Secret Clearance with full investigation closed in the last six years and satisfy the requirement to obtain Special Program Access

Ability to work as an integral member of the Subcontract/Procurement team to achieve Global Supply Chain, Program, and/or NGAS objectives, while maintaining compliance during all stages of the proposal/acquisition process

Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
