DescriptionThe purpose of this class within the organization is to manage federal grants and/or programs.This job works independently, under limited supervision, reporting major activities through periodic meetings.Duties and ResponsibilitiesThe functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the class as necessary.

Researches, investigates, analyzes, interprets, and prepares best-practice recommendations regarding a wide variety of governmental programs and projects; prepares reports and makes presentations on findings and recommendations.

Coordinates with department heads, community-based service providers, and County management staff on special projects/programs. Assists, facilitates, and supervises stakeholders in plan development and implementation.

Assists general grant management and oversight for Community Development Block Grant Disaster Recovery Funds (CDBG-DR), including preparation for reports, audits, creating and maintaining compliance documents. Develops policies and procedures to ensure compliance and audit readiness.

Collaborates with vendors, municipalities, and county departments to ensure efficient and effective implementation of CDBG-DR funded infrastructure, public facility, and other programs.

Assists in the management of contracts for CDBG-DR staff augmentation and program implementation vendors, including monitoring performance and cost effectiveness. Facilitates effective day-to-day communication between County, municipality, and vendor staff.

Researches and prepares amendments to the CDBG-DR Action Plan within the HUD Disaster Recovery Grant Reporting (DRGR). Ensures compliance with program and internal deadlines. Collaborates with implementation vendors and department staff to complete reporting, analyze data, and make recommendations for improvements and efficiencies.

Enters and reviews data from various systems of record, including, but not limited to DRGR, GrantTrax, and Smartsheet. Coordinates with other available resources to meet the defined objectives.

Represents the department and the interests of Board of County Commissioners at various meetings. Collaborates with department management to conduct strategic planning.

Performs related work as assigned.

Education, Experience, LicensingRequired Qualifications

Any combination of education and experience equivalent to a Bachelor's Degree in Public Administration, Business Administration or closely related field and two years of closely related experience.

Possession of a valid driver’s license and an acceptable driving record.

Preferred Qualifications

At least 1 year of experience working with federal grant funding, such as FEMA, HMGP, FHWA, or HUD funds.

Supplemental Information

The work days and hours are Monday - Friday; 8:00AM - 5:00PM.
