Your Specific Responsibilities: This position spends a majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position performs high-level independent work and is responsible for managing and overseeing operations of the Public Health Preparedness Section (PHP) the Okaloosa County Health Department (OCHD), including supervision of all PHP staff. This position is responsible for conducting organizational studies and evaluations, designing emergency preparedness and response systems and procedures, providing technical assistance, and developing operations and procedures to assist organizations in operating more efficiently and effectively when performing emergency preparedness and response activities. Additional area of responsibility includes safety and loss prevention. Functions as a subject matter expert in public health preparedness and represents Region 1 in strategy development, planning, and exercises for the development of healthcare preparedness. Represents CHDs in Region 1 through statewide workgroups, meetings, and providing regional preparedness planning and training functions to multiple CHDs through supervision of the Region 1 planner position and the Regional Emergency Response Coordinator (RERA) position. Serves on the Healthcare Coalition Executive Board. Responsible for ensuring the Region 1 planner meets regional training and planning deliverables. Participates in statewide and regional workgroups and activities to ensure Okaloosa County and Region 1 interests are represented. Provides technical assistance, consultative services and direction for development, implementation, evaluation and expansion of regional programs or services related to preparedness and response. Consults with local, regional, and state personnel to ensure coordination and cohesiveness of response plans. Serves as Region 1 staffing point of contact during emergency response. Reviews programs, services, forms and reports, and confers with management, OCHD staff and the community to identify areas for improvement relating to emergency preparedness, response and loss prevention. Coordinates activities of staff who conduct on-site observation to ascertain unit functions, work performed, methods, equipment and personnel used in emergency response exercises and response. As OCHD Safety Coordinator, establishes and implements a comprehensive safety and loss prevention program that includes written procedures to reduce workplace injuries through the use of safety committees, fire drills, facility and office inspections and investigation of workplace injuries as outlined by department policy. Prepares a safety awareness and education plan that focuses on identifying and avoiding workplace injuries and promotes overall safety. Conducts semi-annual facility/office inspections and fire drills. Reviews casualty claim reports and incident reports to identify causes of job-related injuries and investigates to reduce further risk of exposure, harm or damage. Establishes and chairs a risk management and safety subcommittee of the OCHD Performance Management Council to assist with implementing the safety program’s goals. Provides information to staff and management on CPR, First Aid and AED operation in the event of a life threatening emergency. Interprets laws, rules, policies and/or regulations relating to emergency preparedness and response and safety/loss prevention. Develops and monitors compliance policies and procedures for the administration of federal grant funds or other trust fund monies. Manages multiple funding sources and budgets (funding and spending authority) assigned to the PHP Section. Analyzes financial information, researches and recommends purchases to management. Establishes long-range objectives and specifies the strategies and actions to achieve these objectives. Serves as the Okaloosa County Emergency Support Function-8 (ESF-8), Health and Medical lead and directs the ESF-8 team in training and response. Plans, conducts, coordinates and/or participates in emergency response exercises pertaining to public health. Plans, coordinates, and/or presents at conferences, meetings, and workshops. Attends local, regional, and statewide meetings. Monitors, supervises, and assists in the preparation of plans, manuals, procedural guides and checklists for emergency preparedness and response. Trains public health workers and others in the use of procedures and equipment for emergency response. Reviews and coordinates updates to plans, manuals and checklists on a routine basis to ensure compliance with policies and procedures as well as coordination with local, regional, and state plans. Designs, evaluates, recommends, and approves changes to emergency plans and activities based on need and analysis. Performs all other duties as assigned in support of the Agency's mission and vision. Knowledge of principles and processes for providing customer and personal services including needs assessment techniques, quality service standards, alternative delivery systems, and customer satisfaction evaluation techniques.

Minimum of two years of experience in public health and emergency response.

Minimum of two years of experience as a supervisor.
