CORE JOB SUMMARY The Sr. Contract Specialist (Contract Administrator) aids in the preparation, negotiation, and management of contracts to ensure compliance with contract terms, conditions, expectations, and performance. The incumbent provides direction and work to assigned department staff, as applicable, serves as a consultant to management, and performs more complex work associated with contract services for the University.CORE JOB FUNCTIONS

Acts as the department expert on contracting issues.

Prepares or assists with preparation of bids, specifications, and contractual provisions.

Provides oversight for contract compliance.

Serves as the liaison between the University and contract vendors.

Conducts contract analysis and supports modifications to contracts as needed.

Advises on the creation of policies, procedures, and clauses to conform term language to improve efficiency and effectiveness of the contract development process.

Works with the legal department as needed to conform term language and draft complex contracts and agreements.

Utilizes price and cost analysis techniques to support the development of cost-related sections of solicitation documents.

Reviews or develops solicitation documents to ensure maximum competition.

Researches, reviews, and remains abreast of federal, state, and local laws and developments in areas related to assigned contract categories.

Maintains detailed tracking and compliance documents. Adheres to University and unit-level policies and procedures and safeguards University assets.

DEPARTMENT ADDENDUM (specific to Facilities Operations & Planning)Department Specific FunctionsManage the daily operations of the business contract process, including preparing, analyzing, tracking, and modifying contracts; ensures attention to detail and accuracy; serve as primary advisor to Facilities Operations & Planning and Office of General Counsel for issues regarding internal and external parties questioning contract compliance issues.Collaborate with Director of Finance, Facilities Operations & Planning and appropriate Departmental leaders to ensure contracts are properly funded. Administration of contracts to ensure that the documents adhere to good business and financial practices within the University; prepares, monitors and reviews contract documents, including notices, termination letters, and memorandums summarizing budget requirements; notifies Executive Director, Finance regarding required adjustments.Collaborate with Facilities Operations & Planning and in-house general counsel on business contracts requiring programmatic and/or legal review; ensure compliance with contract requirements, including risk management and corporate legal compliance. Review and assist with deliverables and/or scope of work for services.Maintains and operates an accurate department-wide contract tracking and contract management system; communicates with contract holders and purchasing department to initiate contract renewal actions.Assures accuracy and appropriateness of contract text and attachments.Maintain deadlines on deliverables and communicate on an ongoing basis with business partners and internal clients about contractual issues.Review contractual performance of both parties to ensure compliance with terms and to identify conflicts or changes requiring resolution at contract renewal.Stays up-to-date with legislative changes and coordinates with the Office of General Counsel as Researches federal, state, and local laws and requirements and their effect on bids, agreements, and contracts.Monitors all contract expiration dates and insurance expiration dates, updating when needed.Maintains an organized system of physical and digital records.Leads change management efforts across Facilities Operations & Planning.Develops metrics and reports regarding vendor performance management.Performs other duties as assigned or required.The University of Miami is an Equal Opportunity Employer - Females/Minorities/Protected Veterans/Individuals with Disabilities are encouraged to apply.
