This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:

three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;

any 2 convictions of reckless driving in the past 3 years;

a suspension or revocation of the driver license for moving violations in the past 3 years; and

a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Inspect laboratories for compliance with Department contract and procedural documents. Review records, procedures, equipment and personnel as necessary to assess compliance with contract and procedural requirements. Provide feedback and technical assistance to laboratory personnel as appropriate. Document and report findings. Perform follow-up inspections as necessary.

Evaluate project/process to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable and repeatable.

Perform Independent Assurance evaluations as described in Department procedures and the Federal Aid Policy Guide. Perform evaluations in an objective and professional manner. Document and report findings .

Perform analysis of materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of errors, failures or negative trends.

Provide materials related technical support to customers as requested. Provide support in time to meet the customer’s needs. Provide guidance and training to customers.

Review Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department’s mission. Provide clear comments as requested in time to be useful to the customer. Offers solutions when objecting to the approach that is proposed.

KNOWLEDGE, SKILLS AND ABILITIES:

Ability to operate a personal computer for word processing, spreadsheet, and database applications

Knowledge of the concepts, terminology, principles, and analytical techniques of Materials – Laboratory Inspection & Qualification

Knowledge of engineering design, construction, production, and/or operations

Skill in using engineering tools, equipment, and/or instruments

Ability to analyze and interpret engineering data

Ability to solve problems relating to engineering

Ability to perform technical engineering inspections

Ability to apply engineering quantitative techniques

Ability to plan, organize, and coordinate work assignments

Ability to communicate engineering information effectively

Ability to establish and maintain effective working relationships with others

Ability to lift 50 pounds and move around uneven terrain without assistance

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION:

Must possess or obtain and maintain the following qualifications:

1) Asphalt Plant Level I, 2) Aggregate Testing Technician, 3) ACI Concrete Lab Technician Level I, or 4) Aggregate Base Testing Technician

Limerock Bearing Ratio (LBR) Technician

Must pass or have passed Construction Math and Contract Plans Reading Self Study examinations.

Must have a valid class "E" Florida driver's license.

MINIMUM QUALIFICATIONS: Prior experience using engineering or manufacturing tools, equipment and/or instruments; and prior experience operating a personal computer for word processing spreadsheet, and/or database applications.
