Purpose of ClassificationThe purpose of this classification is to analyze, develop, coordinate, and implement various safety and training programs for the Public Works Department. Ensure employees are compliant with department specific regulatory requirements and tracking and reporting requirements. Tracks and reports on various safety and training certifications for compliance; ensures employees meet compliance with mandatory City requirements, coordinates the department Safety program, and chairs the department Safety Committee.Essential FunctionsThe following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Other duties may be required and assigned.Serves as the Public Works department safety official; inspects department facilities and equipment for safety compliance; coordinates safety training and provides safety training support as needed; ensures adherence to safety procedures through division managers; use of safety equipment; monitoring of work environment to ensure safety of employees and other individuals; conducts safety meetings; coordinates with Risk Management. Directs the Public Works safety and loss prevention programs; reviews and assesses current safety programs, policies and procedures; identifies opportunities and/or needs for new programs, program modifications and/or enhancements; develops and implements changes as needed. Develops and monitors the implementation of policies, procedures and work guidelines that affect employee safety and the safety of the public, and reduce the City’s risk of loss and/or exposure. Establishes and maintains files, records and databases pertaining to safety and loss prevention programs and related activities; retrieves and reports data upon request; analyzes data for inclusion in program reports, to identify risks and trends, and to use in the development of new programs; prepares a variety of reports including statistical, operational, inspection, and training reports.Coordinates and conducts risk and safety assessments and audits: conducts on-site safety inspections of work sites, buildings, grounds, equipment, materials, and employee work methods to minimize safety risks: evaluates safety conditions and unsafe practices; reviews assessment reports of contracted studies; identifies short- and long-term safety needs and non-compliance issues; and provides corrective recommendations.Conducts investigations: investigates reports of safety hazards and injuries; visits accident sites; investigates accidents and injuries to ascertain cause and recommend corrective action if appropriate; compiles and analyzes data on accidents and loss experience to identify trends; prepares and submits related reports and records as required. Analyzes safety incident data to help inform management of type, frequency and severity of injuries and recommend engineering solutions, personal protective equipment and or training to reduce incidents.Provide outreach to employees, promoting safety awareness and positive safety attitude throughout the organization.Communicates with managers to identify training needs and mapping out development plans for teams and individuals. Managing, designing, developing, coordinating and conducting all training programs for the department.Maintains current knowledge of industry, regulatory and legislative developments affecting safety and risk management to ensure compliance in areas of responsibility: maintains required certifications; and attends meetings, training workshops and continuing education to maintain current knowledge of trends and developments in the field for application to areas of responsibility.Minimum QualificationsBachelor's Degree in Public Administration, Occupational Safety & Health or similar field; and three (3) years of previous experience in occupational safety and health field, risk management, or safety training; and possess [or be able obtain within fourteen (14) days of hire] and maintain a valid Florida driver’s license.PREFERRED QUALIFICATIONSMinimum Qualifications for education and experience must be metbeforeconsideration of the following Preferred Qualifications:Experience in municipal or government setting.Experience in a union or organized labor environment.Experience with Public Works regulations and processes.Experience with construction and general industry safety practices.Experience with adult learning theory.Supplemental InformationEffectively communicates with supervisor, employees, other departments, contractors, engineers, Public Works companies, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Accurately and expeditiously receives and delivers messages and information to the appropriate individuals.
