Your Specific Responsibilities: This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. The incumbent if part of a global public health organization and is expected to support the Florida Department of Health in Polk County in its missionto protect, promote, and improve the health of all people in Florida through integrated state, county and community effortsand its vision to be theHealthiest Statein the Nation. The incumbent in this position reports to the Health Center Administrator for the Communicable Disease Program. This position requires ability to use independent judgment in setting priorities, coordinating work, and handling multiple responsibilities while using a high degree of tact and diplomacy. It requires skillful time management, as the incumbent must have the talent for accepting and completing special projects with accuracy and thoroughness as they arise. Duties and responsibilities include the supervision of various secretarial and administrative functions, which require knowledge and skills in the use of various computer software programs. In addition, this position will directly supervise the clerical staff of the Patient Care Clinic and Immunization clerical staff. Supervisory Duties

Prioritize, assign and arrange the workloads of the clerical staff.

Work along with and motivate staff to complete assigned duties.

Monitor work for completion, accuracy and compliance with overall Department of Health Policies.

Prepare reports on program activities

Evaluate employees through established evaluation criteria and meet with employees regularly to ensure the established criteria are met.

Communicates on regular basis with employees both individually and collectively.

Communicate with all clinic supervisors to ensure productive clinic flow.

Encourage positive attitudes and good relationships among staff members.

Facilitate quality improvement in achieving customer satisfaction.

Monitor billing module activities to ensure reimbursement of services.

Monitor authorizations for services and referrals to outside resources.

Performs billing duties and cash handling responsibilities as necessary in accordance with policy.

Maintain employee’s time, attendance, and mandatory training records.

Maintain current job descriptions and performance standards of direct reports.

Clerical Responsibilities

Prepare and oversee training guidelines/calendar for new staff to ensure productive transition.

Maintain Health Management System scheduling templates and adjust according to provider calendar.

Daily clinic rounds to ensure efficient/effective clerical services.

Functions as back up for all clerical support (billing, registration, scheduling)

Runs telephone reports on clerical staff to ensure productivity and customer satisfaction.

Assist in processing of certified letters and postage.

Assist in scheduling and coordinating meetings, arranges locations, making notifications as applicable.

Monitor clinic client schedules and keeps schedule templates up to date.

Monitor Front Desk Registration Process including appointments, financial eligibility, and check-in and scanning.

Purchasing

As assigned, will handle purchase requisitions, purchase orders and blanket purchase orders submitted for the STD and Patient Care Clinic. This includes Labs, FedEx, copy machines, biomedical waste, archive, shredding, fax machines, radiology, language line, and sign language contracts.

Duties include ordering from Vendors using P-Card, track all purchases until order is filled, invoice received and processed for payment, maintaining log of all purchasing activities, and reconciling the P-card log from the Fiscal Office.

Assist in performing Inventory and procurement of forms, supplies, and equipment for the STD, and Patient Care Clinic.

Maintain vendor purchasing file/log.

Works closely with the finance department on budget management and budget coding accuracy.

Assist in disbursing supplies as they are received and/or needed by staff.

Assist in processing certified letters and postage.

Monitor expenditures to remain within the approved budget.

Invoicing/Budget

Receive and process specified invoices for the Patient Care Clinic which includes checking of Medicaid rates and insurance verification.

Reviews charges to ensure coding accuracy.

Monitors monthly expenses for the STD and the Jail Linkage Program.

Assists the Health Center Administrator in tracking of budget and data input, and report preparation.

Processes, reviews and prepares a variety of fiscal paperwork including telephone bill and other communication, requisitions and invoices for STD and Patient Care clinic.

Medical Records

Information Custodian for the STD and Patient Care Clinic and assigned information sets; maintains confidentiality of the information in accordance with State and Federal statutes, rules, regulations and Department of Health information Security Policies and Procedures, in accordance with Protocol: Security-3 V, Sec. 1-3.

Responsible for maintenance of security and confidentiality of Medical Records.

Keep all Staff abreast of any policy and form changes.

Oversee the transfer of records from one unit to another ensuring documentation is accurately completed.

Ensure records are closed and purged yearly.

Oversee the maintenance of all logs related to Medical Records.

Assist in processing release of information, which includes faxing and/or scanning records to appropriate destinations, ensuring all related authorization forms have been signed prior to any record release.

Trains and monitors staff using the clinic’s phone system.

Miscellaneous

Assist in submitting help desk tickets for STD and Patient Care Clinic.

Interpret established policies and provide information for the resolution of problems.

Generate, submit, and monitor Net Facilities workorders. Escort vendors around facilities including secured areas as needed for annual maintenance and/or repairs.
