SummaryC2 Alaska, LLCTeleworkThe Paralegal III Senior Office of Support Operations shall provide support services to the U.S. Securities and Exchange Commission Office of Support Operations (OSO). The Office of Support Operations offers a variety of programs to manage the agency’s facilities and assets. OSO is responsible for the processing of requests under the Freedom of Information and Privacy Acts, the management of all agency records in accordance with the Federal Records Act, maintaining the security and safety of all SEC facilities, as well as property and equipment management and overall building operations.Responsibilities

Independently analyze/apply FOIA provisions/making disclosure recommendations (law enforcement and sensitive).

Redact exempt content/information in accordance with FOIA, 5 U.S.C. §552/all other applicable FOIA policy and guidance.

Apply appropriate exemptions to redacted material.

Determine which records require referral and/or consultation with other external agencies and internal SEC components.

Review and prepare documents under the FOIA for release to the public, including the redaction of materials to be withheld, and duplicating materials, as necessary.

Apply appropriate exemptions to documents responsive to FOIA requests.

Ensure released materials do not contain information exempted under the applicable statutes or other non-releasable information.

Maintain cases and case files following established procedures and timelines.

Review program records for responsiveness and suggest releasability determinations

Input requests and appeals following established procedures.

Draft correspondence to requesters from established templates.

Prepare and maintain case files as assigned.

Maintain communications with POC’s to ensure efficient delivery of responsive documents.

Abide by all SEC applicable regulations, publications, manuals, and local policies and procedures.

Adhere to the Freedom of Information Act 5 U.S.C. §552, as amended, and the Privacy Act, 5 U.S.C. §552a, as amended.

Other duties as assigned.

Qualifications

Bachelor’s Degree in a related labor category field such as Paralegal Studies, Legal Studies, or Criminal Justice from an accredited college, university, school, or educational institution that has been accredited by accrediting bodies or organizations recognized by the US Department of Education

Minimum five (5) years’ experience as a Paralegal

Minimum two (2) years’ experience processing (not submitting) FOIA/PA requests at a state or federal agency

Ability to provide a favorable credit history

Knowledge, Skills and Abilities

Must have in-depth knowledge and applicability with FOIA/PA exemptions 3, 4, 5, 6, and 7A, 7C, 7D, 7E

Proficiency with Microsoft Office Professional Suite and FOIAXpress.

Demonstrated experience working remotely to include utilizing collaborative platforms such as WebEx or MS Teams.

Possess expert knowledge of FOIA

Experience reviewing and redacting records using FOIAXpress

Possess FOIA case management skills including but not limited to reviewing agency records, making independent determinations as to the applicability of recommended FOIA exemptions, maintaining electronic FOIA case files, preparing written documentation, reviewing case history and Vaughn indices, applying FOIA fees, and preparing signature packages

Must be client-driven possessing excellent communication (written &verbal) and interpersonal skills

Ability to work independently in a demanding environment

Must be organized with great attention to detail
