Senior Acquisition Specialist (15.13)OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.Responsibilities and DutiesOCT is looking for a Sr. Acquisition Specialist to support the CISA Cybersecurity Division (CSD). CSD leads the Nation’s strategic and unified work to strengthen the security, resilience, and workforces of the cyber ecosystem to protect critical services. Senior Acquisition Specialist will support the procurement and acquisition functions and establish high-level contract strategy and implementation in support services to CSD. This position is contingent upon contract award.Role:

Serve as a team lead and acquisition expert to a large team of 10+ people ;

Serve as sr. acquisition advisor for the govt client

Responsible for developing contract strategy for the CSD

Identify and drive implementation of strategic contract opportunities

Lead and manage the acquisition process for government contracts, from initial planning and requirements definition to contract award and administration.

Conduct market research and analysis to identify potential vendors, assess their capabilities, and determine the best procurement strategy to meet government needs.

Oversee development of solicitation documents, including requests for proposals (RFPs), requests for quotes (RFQs), and invitations for bids (IFBs), ensuring compliance with procurement regulations and guidelines.

Evaluate vendor proposals and negotiate contract terms and pricing to achieve the best value for the government while maintaining fairness and transparency in the procurement process.

Oversee contract administration activities, including monitoring vendor performance, resolving contract disputes, and ensuring compliance with contract terms and conditions.

RequirementsQualifications:

At least ten (10) years of demonstrated experience managing projects on a full-time basis.

At least 10 years if experience in full life cycle procurement and acquisition work, communication, stakeholder management and senior executive support in federal govt office

Masters degree in a related field

Demonstrated expert level proficiency in Microsoft Office 365 (to include PowerPoint, Visio, Project, OneNote, SharePoint, Power BI)

Strong verbal and communication skills

Must be a US Citizen

Must hold a current DoD Top Secret Clearance
