Function as Team Lead over assigned personnel
Initiate or perform extensive indices checks, arrest record checks, and the like to obtain pertinent and identifying information for the cases
Provide direct support and service to the administration of the Security Program by participating in complex security assessment investigations
Provide an in-depth, high-risk analysis of high-risk investigations so that the Prime Contractor lead can make a security and suitability determination.
Evaluate reports of investigations, personnel files, and other records to recommend suitability / security determinations.
Prepare outgoing communications to transmit recommendations with supporting analysis and data.
Remain vigilant for new methods and procedures for passing and affirming clearances including SCI / Regulations, FISs, and / or EOs and DOJ Orders.
Serve as an expert on project teams
Engage with internal and external customers on personnel security to ensure the assigned program / project is fully integrated; leverage current threat intelligence to enhance or modify procedures.
Review and analyze requests for investigations concerning security clearances and other security-related matters
Examine and analyze investigative files to determine potential security risks
Conduct Personnel Security Interviews (PSIs) and prepare detailed analyses and recommendations
Conduct security briefings and assist in reviewing personal history statements
Conduct background investigations and prepare reports on the results
Draft summary sheets and recommend follow-up investigations if needed
Review Personnel Security Questionnaires (SF-86) and verify application information
Contact subjects to complete background investigation forms and input data
Retrieve data from credit bureaus and review reports for criminal records
Prioritize assignments, create schedules, and conduct peer reviews
Other duties as assigned
Qualifications
Must be a US Citizen
Masters degree with twelve (12) plus years of experience in Federal state local, military LE, or in the personnel security field
Prior security management experience preferred
Technical training / certification as an investigator and / or adjudicator is required.
Knowledge of DOJ and FBI regulations regarding the personnel security process.
Experience conducting interviews and security briefings, discussing analysis and opinion in a concise, logical, and objective manner, and preparing written communications setting forth analyses and recommendations.
Proficiency in indices systems, various record check systems, and file review processes to develop and extract the most complete and accurate information relative to the subject as possible.
Demonstrated analytical ability to extensively analyze various types of materials, including investigative reports, to develop information regarding security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of security clearances.
Knowledge, Skills and Abilities:
Skill in operating a personal computer and standard office equipment.
Microsoft Office suite (Word, Excel, Access, PowerPoint) knowledge.
Must be proficient within MS Excel and strong functionalitywithin MS Office Suite.
