Summary This position is located in the Bureau of Global Talent Management, Office of Overseas Employment, Policy and Coordination Division (GTM/OE/PC). The Policy and Coordination Division is responsible for formulating, developing, coordinating, and evaluating the effectiveness of policies, regulations of the LE Staff personnel system covering locally engaged foreign nationals, U.S. Citizen direct hires and Eligible Family Members (EFM) employees. Responsibilities Serves as a Human Resources Specialist and an agency expert concerning Locally Employed (LE) Staff, EFM personnel management, and HR policy development relative to overseas employment. Initiates, plans, and conducts studies and surveys to determine whether new or revised HR policies are needed to (legally and efficiently) forward the Department’s goals, initiatives, and strategies for LE Staff employment. Provides expert technical advice and consultation services to senior level Departmental managers, supervisors, employees, and human resources personnel throughout the Department. Identifies changes needed to improve the LE Staff HR management programs’ policies, processes, procedures and associated practices to meet evolving needs and ensure equitable treatment of employees. Represents the Office and Department in contacts and liaises with participating agencies (e.g., Department(s) of Defense, Commerce, Justice, USAID, etc.), coordinates HR policies, program efforts, and sensitive/controversial actions and situations. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing new and revised operating policies, programs, and initiatives regarding overseas employment. Experience providing briefings and recommendations to senior level officials to obtain consensus and defend findings. Experience representing, speaking and negotiating on behalf of the organization on a variety of Department-wide topics via intra-inter agency committees, task forces, etc. to identify, address and resolve complex HR problems/issues. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
