Summary This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Outreach, Diversity and Equal Opportunity Office (ODEO) in Washington, D.C. In this position you will serve as the Special Emphasis Programs and Diversity, Equity, Inclusion, and Accessibility (DEIA) Manager responsible for planning program resources, setting goals, and evaluating results. The work entails developing and implementing policies and strategies to effect change. Responsibilities Utilize comprehensive and thorough knowledge of governing civil rights laws, equal employment opportunity policy and procedures, rules, regulations, and precedent legal and administrative decisions. Demonstrates a broad range of fact-finding, investigative, and analytical techniques requiring decisions in interpreting varied and complex factual situations in the context of the requirements of laws, regulations, or policies. Utilize experience with a dispute resolution program, which includes services such as conflict coaching, mediation, and group facilitation. Conducting barrier and statistical analysis, resulting in action plans that promote outreach and increase minority participation and retention rates. Leading staff or workgroups, interpreting and applying guidelines in the context of organizational or unit circumstances. Develop and ensure successful implementation of strategies and approaches or new programs to increase the efficiency and effectiveness of Diversity, Equity Inclusion, and Accessibility (DEIA) programs. Make recommendations to the agency leadership on the financial resources needed to establish an effective EEO program with a focus on return on investment and allocation of assigned resources. Oversee EEO compliance and serve as the representative and subject matter expert on language equity. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience overseeing, leading, planning, and evaluating research findings and equal employment opportunity programs; ensuring program compliance with civil rights laws, regulations, policies, and procedures; consulting and negotiating with senior management to identify major barriers and offer solutions; providing advice and guidance to others regarding civil rights equity; and directing, coordinating and implementing diversity, equity, inclusion, and accessibility special emphasis and equal opportunity programs to increase efficiency and effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
