Summary This position serves as the Chief Financial Officer (CFO) for the U.S. Agency for Global Media (USAGM). Incumbent oversees the planning, directing and coordinating of all budgeting, accounting, financial management operations, and grants management. The CFO provides executive level leadership to meet the statutory responsibilities of the Office of the CFO, and ensures that USAGM's budgetary, financial management, and strategic operations fully support the Agency's international media mission. Responsibilities As Chief Financial Officer (CFO), you will be responsible for duties to include, but are not limited to: Serves as the CFO to advise the CEO, Deputy CEO, and other USAGM Executive leadership: Provides oversight and guidance to ensure effective integration of the budgeting, strategic, accounting, and financial management operations for all the Offices within the USAGM. This includes the policy aspects of long-range programming plans and their budget implications. It encompasses the financial resources related to the technical and personnel support required for the USAGM's worldwide programming activities. Establishes and ensures adherence to budget and financial matters in a manner which will further the integrity and mission of the agency. Provides expert advice and assistance to the CEO and Deputy on (1) the formulation, presentation, justification, and execution of the USAGM's total budget (2) the management of all Agency-wide financial operations, including the USAGM's annual audit, and (3) strategic management, including the integration of annual performance plans and other performance management requirements with USAGM budget processes. Advises top USAGM officials on long-range budget and financial management plans. Briefs the CEO, Deputy, and other top USAGM officials in preparation for the hearings before the appropriate Executive and Congressional bodies and serves as USAGM's support witness on resource administration. Provides oversight and broad policy guidance to USAGM federal and non-federal managers regarding effective management of the financial, operational, and physical resources that support USAGM multimedia programming and support functions. Manages the CFO organization and financial operations: Provides leadership and direction to the supervisors and staff of the Office of the CFO, including planning and assigning work, assessing performance, providing feedback, and ensuring staff members have appropriate training and guidance. Plans, coordinates, and directs all phases of the formulation, presentation, justification, and execution of USAGM's total budget, assuming full responsibility for ensuring that all budgetary planning is based upon and adequately implements USAGM's programs. Ensures data integrity in for USAGM's worldwide financial management and reporting system. Oversees the administration of the payroll and leave accounting program for USAGM's Federal components; certification and review of domestic vouchers: review of all domestic claims (except contract claims under the purview of contract officer); maintains central ledgers, including special records on overseas monthly accounts; prepares periodic statements reflecting USAGM's financial position; and maintains allotments and related records for all domestic entities. Supports CFO oversight of federal travel operations, including the processing of travel authorizations and vouchers, and the establishment of travel policies that ensure compliance with the Federal Travel Regulations. Leads initiatives to improve the efficiency and effectiveness of agency operations, including by coordinating with human capital, information technology, general counsel, and other agency staff, grantees, and stakeholders. Ability to merge policy with numbers and communicate the complexities at a high level. Performs other duties as assigned. Requirements Conditions of Employment Qualifications To meet minimum qualification requirements for this position, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs). All applicants MUST submit written narrative responses addressing each Mandatory Technical Qualification (MTQ) and Executive Core Qualification (ECQ) separately. When preparing your responses to the MTQs and ECQs, you are encouraged to follow the Challenge, Context, Action and Result model outlined in the OPM's Guide to Senior Executive Service Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope of complexity of programs managed, and program accomplishments including the results of your actions. ECQ narrative statements may not exceed ten (10) pages; MTQs may not exceed two (2) pages. Please included your full name on all documents submitted. You must upload your written narrative responses to MTQs and ECQs to your application package. Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified. Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to provide ECQs narratives. MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Mandatory for all applicants. All applicants must submit a written narrative response to the following MTQs. You must address each MTQ separately. Each MTQ narrative must not exceed two (2) pages. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled. MTQ 1: Financial Business Process and Budget Formulation and Execution Acumen - Extensive experience in Federal budget process, accounting, financial systems, financial reporting, and internal controls, including: Expert knowledge and mastery of federal budget formulation and execution, grants management, OMB Circulars, and federal budget regulations, to formulate, present, and justify agency budget estimates to management, the Office of Management and Budget, and Congress, and to execute approved budgets. Expert knowledge and mastery of appropriation laws, federal accounting standards, theories, concepts, fiscal policies and regulations, federal travel regulations, OPM payroll requirements, and precedents applicable to the financial administration of Federal executive agencies and grantees. Ability to develop and implement financial business processes, systems, polices, procedures, and internal controls that achieve results and are compliant with Federal regulations. MTQ 2: Organizational Awareness and Strategic Planning Acumen - This qualification requires a proven record of progressively responsible work experience at the top executive and managerial levels in government and/or the private sector; extensive experience and understanding of long-range (five-year) strategic planning and organizational performance management, including the ability to establish and evaluate metrics to measure organizational performance in a media broadcasting organization. This includes knowledge of management principles pertaining to large government and corporate organizations and demonstrated ability to lead change, lead people, and achieve results through building partnerships and coalitions. EXECUTIVE CORE QUALIFICATIONS: Mandatory for all competitive applicants. All applicants must submit a written narrative response to each of the following ECQs. Your narrative must address each ECQ separately, should contain at least two examples describing your experiences and results; and demonstrate the underlying competencies in the narrative. Your ECQ narrative responses must not exceed 10 pages.
