P-4 (Engineering and Scientific) (https://portal.ct.gov/-/media/opm/olr/contracts/p4-contract-2016-2021-web.pdf) bargaining unit

Reports to a Transportation Supervising Planner or employee of a higher level.

This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. The Role

The Connecticut Careers Trainee position is responsible for assisting with managing the National Highway Traffic Safety Administration (NHTSA) Traffic Records program, development of the Triennial Highway Safety Plan, Annual Grant Application (AGA) and the Highway Safety Annual Report which ensures compliance with Department policies, National Highway Traffic Safety Administration guidelines, and relevant federal laws and regulations. This position will also closely work with the Traffic Safety Engineering team to develop the annual State Safety Performance Measures.

This position will work closely with program leads to assist in addressing internal and external traffic safety data queries for the Department and develop easy to understand data visualizations. This position works closely with the Connecticut Safety Research Center to query and analyze traffic safety data utilizing the Crash Data Repository, the crash data dashboard, NHTSAs data query tools and other available resources.

The Connecticut Careers Trainee position will assist in providing guidance to the law enforcement agencies through strong communication and will be responsible for aiding in the review, evaluation and monitoring of the Traffic Records grants; as well as review and processing of invoices.

Eligibility for promotion to the target classification of Transportation Planner 1 is earned upon successful completion of the training program.

Candidates with a Bachelor’s degree will serve a two (2) year training program.

Candidates with a Master’s degree in a closely related field may be eligible for a shorter training period.

First year of training: Bachelor's degree and/or qualifying experience: FS 15 Step 1 ($55,328/year) Master's degree: FS 15 Step 2 ($57,320/year)

Second year of training: General rate: FS 15 Step 5 ($63,306/year)

Assist in analysis of crash data to implement effective projects to reduce fatalities and injuries on Connecticut roadways.

Aid in development of the federally mandated Triennial Highway Safety Plan

Aid in development of the federally mandated Annual Grant Application

Aid in development of the federally mandated Highway Safety Annual Report

Aid in the development of the federally mandated annual State Safety Performance Measures

Address internal and external traffic safety data queries
