We are seeking experienced professionals with backgrounds in public education, big-data processing, statistics, data science, and research methods to support the critical work of the office.

POSITION HIGHLIGHTS

Full Time, 35 hours per week

Monday through Friday

First shift

Hybrid role (combination of in-office/telework)

We are located in Downtown Hartford, easily accessible for all commuters.

THE ROLE

Under the direction of the Chief Performance Officer, this individual will work collaboratively with colleagues in the Performance Office on a wide range of tasks including some of the following:

Manage the data analysis and reporting of all Direct Certification school nutrition data.

Create automated jobs to match social service data from other agencies with education data to confirm benefit eligibility.

Establish systems to collect student data securely from private schools.

Produce secure reports for use by authorized state staff for data validation and benefit issuance.

Extract and prepare data, in collaboration with researchers and other external data requesters, to support evaluation studies and projects including P20WIN.

Support other data analysis needs of the Performance Office as necessary.

Selection Plan

For current state employees, salary calculations are not necessarily comparable from one of the three branches of state government (i.e. Executive, Legislative, Judicial) to the other.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services, Education, and the Connecticut Technical Education and Career System assists in planning and executing programs of extensive difficulty and scope for the improvement of education in the state.EXAMPLES OF DUTIES

Assists a Bureau Chief or Education Consultant in supervising various educational programs and services offered by the state;

Assists in the development and administration of certain programs of major importance or may develop and administer other programs within the framework of bureau policy;

Provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals;

May assist in directing the routine functioning of the bureau;

Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the philosophy and methods of education with particular reference to the field concerned;

Teaching skill;

Ability to

prepare reports;

deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and five (5) years of professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the appropriate Board and/or appointing authority.

PREFERRED QUALIFICATIONS

Experience utilizing Statistical Analysis Software (SAS) tools to analyze data.

Experience writing data queries that merge multiple large datasets.

Experience conducting detailed validation of query results.

Experience summarizing results into reports, presentations, or interactive visualizations.

Experience meeting deadlines with competing priorities.

Experience collaborating as a team with internal and external stakeholders.

SPECIAL REQUIREMENTS
