Provide substantial input regarding patient care needs, response to treatment, and recommend modifications in the overall plan of care;

Complete comprehensive Initial Nursing Assessment for patients with acute psychiatric and addictive problems; and

Provide direct patient care that includes education, counseling, medication administration and documentation of the treatment and progress made by the patient.

ABOUT THE UNIT:

Managed Services System, Contract Management: SWCMHS is responsible for the oversight and management of contracts with private not-for-profit (PNP) agencies providing mental health services in this region. This office specifically manages the contracts of all residential providers in the region. This includes authorization of applicants for residential services, review of program design, residential waitlist management, RUUM (residential universal utilization management) reporting, and monitoring of fiscal/service compliance of the contracts and adherence to DMHAS contractual expectations.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.EXAMPLES OF DUTIES+ + Understands the scopes of service at each contractual level of care in the Managed Service System (MSS).

Conducts on-site reviews and audit charts to ensure adherence to documentation of assessment, recovery planning, and goal monitoring standards.

Participates and partner with Office of the Commissioner (OOC) regional manager in for the Medicaid Rehabilitation Option (MRO) Group Home certification reviews.

Participates/partners with OOC regional managers for Fidelity reviews for Community Support Program and Assertive Community Treatment Team services.

Conducts regular meetings with affiliate providers to ensure adherence to contractual performance measures, staffing expectations, productivity and Targeted Case Management standards, and programming offerings.

Offers training, on-site support and consultation to programs regarding identified program needs, documentation standards, and service needs.

Develops on-going working relationships with the different OOC regional and Enterprise Business Group managers to secure additional resources to support programs with service or training needs beyond areas of manager’s own expertise.

Participates and encourages agencies to attend Collaborative Learning meetings that are offered by OOC Community Service Division managers for the various levels of care.

Monitors and processes Critical Incident Reviews and Non-Critical Incident Reviews occurring in the regional MSS.

Participates in the annual contract renewal process in partnership with OOC Community Services managers and fiscal monitors.

Reviews affiliate requests for grant dollar facility improvement projects or retention of state dollar requests for surplus funds at the end of the fiscal year.

Provides supervision to the contract unit Health Program Assistant 1 and 2 staff.

Oversees and manages the SWCMHS Discretionary Discharge fund established to provide rental assistance and living expense costs for individuals in DMHAS Region 1.

Oversee and collaborates with the fiduciary affiliate that partners with the SWCMHS contract unit in the administration of Discretionary Discharge fund resources to support individuals receiving subsidy and living expense funds.

In collaboration with the SWCMHS Community Resources & Special Projects Director identifies individuals transitioning from state operated inpatient facilities that both qualify and have the functional living skills to manage and maintain their own independent apartment in the community.

Develops and submits proposals with fiscal requests (budgets) for qualified individuals to the DHMAS Medical Director’s Office to be considered for discretionary discharge funding by the Enterprise Business Group.

Approves all expenditures made by the fiduciary affiliate from the Discretionary Discharge fund.

Conducts a monthly meeting with the fiduciary affiliate to ensure that all expenditures of discretionary funds are being conducted within the fiduciary affiliate’s auditing standards and that all expenses and income on a monthly basis are aligned with the yearly budget allocation for the program.

Provides oversight and supervision to the Health Program Assistant 1 who serves as the day-to-day liaison and coordinator between the fiduciary, the SWCMHS case managers, and private not for profit scattered site/life coaches working with the individuals supported by the discretionary discharge fund.

Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in business or health care administration, program development involving responsibility for financial management, budget development or grants management, professional health care or social services.MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Experience overseeing Private Not for Profit service contracts, developing programs, writing proposals, and overseeing and developing program budgets.

Experience conducting program audits and fidelity reviews.

Experience working as part of a Team and providing supervision to unit staff.

Experience providing training, support, and consultation to programs regarding identified program need documentation standards, and service needs.

Experience preparing reports and contributing to an amicable work environment.

Experience in utilizing strong communication and interpersonal skills in a busy and demanding setting.

Experience with the requirements of the joint Commission and other regulatory requirements.

Experience with Microsoft Office, Excel computer software.

Experience working in a union environment.

Experience using an Electronic Medical Record.
