Aquarion Water Company is a wholly-owned subsidiary of Eversource.Job Summary The Associate Distribution Engineer reports directly to the Manager, Utility Programs. The Associate Distribution Engineer is responsible for leadership and/or support roles in all water utility pipeline project delivery including: planning, project sanctioning, design bidding, construction oversight for individual projects related to water main replacement, rehabilitation, relocation and/or extension, and local and state permitting. The Associate Distribution Engineer is responsible for Utility Program projects for AWC- CT, MA, NH., The Associate Distribution Engineer also provides planning and project management support to other pipeline construction related projects performed in the Engineering & Planning Department (E&P).Principal Responsibilities Pipeline Program Planning:

Assist the Manager, Utility Programs to maintain and improve upon methods for identifying which mains in Aquarion’s system should be replaced and when. This will include identifying factors that should be considered (e.g., age of main, soil conditions, break history, hydraulic bottlenecks), creating a system to identify and track that information, and developing decision models. Estimate project costs based on historical data.

Participate in the determination of the most cost-effective bidding approaches for consideration (i.e., annual contract, individual bidding of projects, framework contracts, unit price, lump sum) and work with Manager, Utility Programs to develop, modify and implement standard specifications and contract documents. Identify and implement the best value added approach for each project by selecting the materials and installation methods using the established guidelines to ensure that the Pipeline Rehabilitation Program (PRP) is cost effective. (i.e., ductile iron, HDPE, bursting, slip lining).

Tracking metrics that measure performance of the PRP (e.g., cost per foot to rehabilitate mains or replace mains). Estimate project costs.

Serve as project manager for a variety of pipeline related capital projects as determined by the Manager, Utility Programs.

Project Initiation:

Prepares required documents for Project Management Committee approval for each phase of assigned capital projects.

Develop design drawings including sizing pipes, selecting location for pipes, selecting valve locations, specifying restraints, and developing details for utility interferences.

Recommend changes to standard specifications and details.

Recommend, manage, coordinate, and review efforts of engineering consultants.

Prepare, track and report on project schedules.

Prepare project budgets and monitor compliance with project budgets.

Prepare request-for-proposal and review proposals from engineering consultants.

Assist the Real Estate Department with the preparation of easement documents as needed.

Represent the Company at public hearings/meetings.

Principal Responsibilities Continued Construction:

Assist with the bidding process and/or ensure that the Utility Programs Group is selecting contractors based on the agreed upon selection approach as part of the overall PRP in cooperation with the Procurement Department.

Negotiate paving requirements with state and local officials.

Obtain local, state, and federal (if needed) permits.

Prepare and track project schedules.

Prepare and track project budgets (including Weekly Project Updates and Final Cost Analysis).

Work with field inspectors and manage field inspectors.

Process, review and approve contractor invoices.

Participate in and coordinate projects with other departments utilizing SAP notifications and work orders.

Provide technical assistance outside the Engineering & Planning Department.

Adhere to and enforces Company safety plan and policies.

Project Closeout:

Oversee preparation of As-builts.

Assists in managing the WICA program and preparing required bi-annual filings (e.g. WICA-SAFR).

Preferred Requirements

Experience in the design and construction of water mains a plus.

PC experience including use of spreadsheets, scheduling software, word processing and graphics required.

Good written and oral communication skills; and Must have ability to complete projects with minimal technical supervision.

Knowledge of water distribution system design and operations, including hydraulics.

Experience in cost estimating, utility construction and project management a plus.

Excellent customer service skills.

Responsible for controlling schedules of multiple, simultaneous, projects to meet operating and financial requirements.

Responsible for controlling annual expenditures in excess of $10,000,000 within established budgets for assigned projects.

Signing authority as determined by the Company.
