The Procurement Compliance Manager role within Sierra Nevada Company (SNC) is a critical position that operates within the Supply Chain Operations team. This role is designed for an individual with extensive knowledge of Federal Acquisition Regulations (FAR), Defense Acquisition Regulations Supplement (DFARS) and commercial contracting principles. The Procurement Compliance Manager will serve as a business advisor to Supply Management teams, providing expertise on all facets of Federal contract administration activities. This includes managing complex and strategic high-value sub-contractual matters that directly impact SNC’s revenue generation and retention. The position requires quick judgment and the ability to analyze significant issues, identifying resolutions that align with the SNC's objectives. In this role, the manager will be responsible for overseeing SNC Procurement Compliance, Training, Process and Procedures (and updates), ensuring SNC’s purchasing system, Source-to-Pay, is current and compliant and assigning or working the completion of various Supply Chain projects. Building and maintaining collaborative relationships with Supply Management, Program Management, Corporate Compliance and DCMA/DCAA is essential. The manager will also review and analyze supply management matters to ensure clarity and inform the team's strategy. Attention to detail and the ability to work collaboratively with multiple teams on various items are crucial for success in this position. The Procurement Compliance Manager will compile and analyze procurement-related data, maintain historical information and documentation, and proactively identify and analyze procurement and subcontract related issues. This role also involves ensuring compliance with governmental regulations and SNC's procurement policies and practices. The manager will guide and coordinate their teams and approve activities for assigned Buyers, providing guidance to internal teams throughout all phases of the procurement lifecycle. The position requires effective communication and collaboration with peers, internal leadership, and customers. The manager will monitor Supply Management activity to identify risk areas and opportunities for maximizing compliance and best practice results. This role is integral to ensuring that SCM operations are carried out consistently and compliantly, facilitating business growth and supporting the development of a comprehensive body of knowledge related to SNC acquisition policy, procedures, and guidance.As SNC's corporate team, we provide the company and its business areas with strategic direction and business support spanning executive management, finance and accounting, operations, human resources, legal, IT, information security, facilities, marketing, and communications.Responsibilities Include:

Provide expertise on Government procurement regulation, supply chain, purchasing and subcontracting

Advise supply management teams on contracts administration matters

Handle complex and strategic high-value procurement and subcontract matters that impact business area revenue and schedules

Maintain collaborative relationships with internal and external peers and customers

Review and analyze supply chain matters to inform team strategy.

Compile and analyze procurement-related data and maintain historical documentation

Identify and analyze procurement issues and solve standard/routine activities

Ensure compliance with governmental regulations and SNC's procurement policies

Guide and coordinate procurements and approval activities

Conduct reviews of complex subcontract actions and develop tactical action plans

Monitor assigned supply management procurements, subcontracts, process and procedures to identify risk areas and opportunities for efficiency maximization

Qualifications You Must Have:

Bachelor's degree in a related field of study

Relevant work experience may substitute for required education

Typically, 10+ years of progressive supply chain, procurement experience, which includes 6+ years of management experience

Experience with Federal Acquisition Lifecycle

Contractor Purchasing System Review (CPSR) experience – Lead

Experience reviewing, understanding and advisement on multiple contract types (e.g., T&M (Time and Materials), FFP (Fixed Firm Price), CPFF (Cost Plus Fixed Fee), CPIF (Cost Plus Incentive Fee)

The ability to obtain and maintain a Secret U.S. Security Clearance is required

Qualifications We Prefer:

Bachelor's Degree in Supply Chain, Finance or Business

Active Secret U.S. Security Clearance

National Contract Management Association (NCMA) certification: Certified Federal Contract Manager (CFCM), Certified Commercial Contract Manager (CCCM) or Certified Professional Contract Manager (CPCM)

Demonstrated desire for continuous professional growth
