ABOUT THE WORK UNITThe Colorado Information Analysis Center (CIAC) serves as the focal point within the state for receiving, analyzing and sharing threat-related information among private sector, local, tribal, and federal partners. The CIAC includes representatives from various departments and partner agencies that analyze threat information with a focus on protecting civil rights, civil liberties and privacy concerns. The CIAC also provides situational awareness and a common operating picture and coordinated information collection, analysis, and dissemination for the Colorado Department of Public Safety (CDPS). About the Section:The Watch Center component operates 24/7 and supports CDPS leadership as well as other partners with overall situational awareness and real time information collection, dissemination and analysis during a critical incident affecting Colorado and will be the main point of intake and notification of incidents and emerging threats for the Department.Safe2Tell Colorado is a school safety prevention program administered by the Colorado Attorney General's Office. The tips are received and disseminated to schools and law enforcement by CDPSThe All Threats Intelligence Unit is responsible for the collection, analysis and dissemination of all threat information for the purpose of information sharing on criminal activities and terrorism-related threats affecting Colorado. The Center collaborates with private sector, local, tribal and federal partners to support, prevent, and protect Colorado and its citizens.The infrastructure protection and cyber-security program promotes greater resiliency of government, non-government, and private-sector facilities, systems, assets, and employees through an array of prevention, protection, mitigation, response and recovery strategies designed to deter, delay, detect and defend against human threats and technological hazards, while reducing the impact of natural hazards.The preventing targeted violence (PTV) program promotes greater resiliency of communities and community agencies through an array of prevention, protection, mitigation, response, and recovery strategies designed for early detection and prevention of targeted violent attacks. Targeted violence includes ideological and non-ideological mass attacks. The program also provides training and technical assistance to enhance awareness and prevention of targeted acts of violence. Through the development and maintaining of public-private partnerships and ongoing support of state government agencies, the program aims to expand information-sharing opportunities, enhance data collection and threat reporting to produce actionable intelligence, provide training and awareness, and adopt a layered, defense-indepth strategy to assure the resiliency of Colorado communities. PTV analysts maintain a broad scope of awareness on emerging and evolving targeted violence threats and behavioral indicators. The team works with local agencies to develop local prevention frameworks and provides continued support and guidance to local agencies as it relates to targeted violence prevention. The team also identifies community leaders and conducts community training to enhance threat reporting.WORK ENVIRONMENT

ABOUT THE POSITION This position serves as an Intelligence Analyst in the Colorado Information Analysis Center and will operate independently in performing the full range of professional tasks. The position accesses and analyzes information gathered from databases and shared by local, state, tribal, federal and private sector partners to develop data and analysis that informs decision makers from legitimate industry. This position will understand the full scope of Colorado's Preventing Targeted Violence Program so as to support public-private partners of the CIAC to assist the PTV Team in meeting the CIAC's mission and the expectations of the state's Preventing Targeted Violence Program. This position will have a working knowledge of the tradecraft methods, techniques, and tools to gather and analyzeinformation on targeted violence to inform the work of the PTV Team and assist in the creation of intelligence products that address a broad spectrum of targeted violence issues and logical manner. This position will also assist in the training of partners, new IntelligenceAnalysts, and Interns as it relates to PTV and will establish good working relationships with partners to support information sharing and outreach. This analyst position is to comply with State and Federal laws, regulations, executive orders and directives promulgated by the State of Colorado and the US Department of Homeland Security to achieve the goals and objectives of this state fusion center. This position will serve as a backup for the Preventing Targeted Violence Program and daily PTV functions.Position Duties:Targeted Violence Intelligence AnalysisImplements and performs the tasks of the CIAC intelligence analyst for gathering and analyzing data, developing intelligence products and disseminating information or products to appropriate partners, as assigned. The assignments pertains to the prevention of targeted violence in the State of Colorado. The tasks involve collaboration with other analysts or investigators, as well as with external partnering agencies. These tasks include long-term analytical or investigative projects as a component of the job assignment. Utilize personal knowledge and skills to determine the best approach for gathering, analyzing and developing products to disseminate internally or to partners. This includes determining the variables to track for each case or project and creating databases that support the analytical process for the purpose of developing conclusions and hypotheses on the potential impact of the project findings.The position completes tasks that pertain to the CIAC's mission and the Colorado Preventing Targeted Violence Program's mission, to include gathering and analyzing information, creating intelligence documents – both strategic and tactical, participate in briefings and trainings, and assist partners with threat assessments, case management, and case support. The position is to be familiar with the principles, policies, concepts, and guidance provided by the US Department of Homeland Security to fusion centers and know how to apply them to support the mission of the CIAC and PTV Program, including protecting the privacy, civil rights and civil liberties of others.Outreach and TrainingAttend and participate in meetings, trainings, exercises, and discussions related to preventing targeted violence. Engage, contact, and collaborate with CIAC partners on projects that are important to the CIAC’s mission and to assess and prevent targeted violence. Provide formal and informal presentations, training, and technical assistance to state agencies to enhance prevention, protection and mitigation efforts as part of the preventing targeted violence program. These activities may include both written and verbal components. This position will also act as the main point of contact for community leaders and non-professionals who can provide services, resources, and/or support to the CO-PTV Program and threat management partners.Participate in training and exercises to enhance knowledge, build partnerships, and work toward meeting the goals of the preventing targeted violence program. CONDITIONS OF EMPLOYMENT

Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.

Designated Critical. Required to report without delay or interruption to provide essential or emergency services to ensure health, safety and welfare.

A valid driver's license required. This position may be required to travel using a state vehicle across the state.

Must be able to have and maintain a SECRET security clearance issued by the Department of Homeland Security (DHS).

May support in emergency situations that necessitate duties that may occur outside normal business hours.

Position is grant funded with an expiration of 8/2026 with a high probability for reviewal. Employee will be required to sign a waiver of retention rights at time the time of employment.
