Through high visibility, strict enforcement, maximum resource deployment, and community education, the CSP promotes safety, protects lives, and preserves state highways using the programs described below:

Traffic Safety - enforces motor vehicle and all other Colorado laws on 8,400 miles of highway and 57,000 miles of county roads, including selective enforcement actions, saturation patrols, crash investigations, and educational safety programs.

Communications - provides a professional communications system for members of the Patrol, other state, local, and federal agencies, and Colorado residents.

Criminal Interdiction and Automobile Theft - proactively investigates motor vehicle theft and related offenses, inspects Vehicle Identification Numbers, interdicts illegal drugs, and gathers intelligence to support state and national homeland security efforts.

Hazardous Materials Enforcement - enforces permitting and routing rules, develops safe transportation rules and regulations, and provides timely response and mitigation for hazardous materials events on-roadways.

Executive and Capitol Security - provides 24-hour security at the State Capitol and Capitol Complex, and security for the Governor, First Family, visiting dignitaries, and public demonstrations.

Smuggling and Trafficking Interdiction Section - enforces the state's human smuggling and human trafficking laws on Colorado roadways.

Port of Entry and Motor Carrier Safety Assistance Program - collaborates with industry to support safe transport of materials on commercial motor carriers in Colorado.

Aircraft Program - supports traffic enforcement activities and transports state officials and employees.

Victims Assistance - provides direct services to victims of highway traffic crimes in accordance with the Victim Rights Act.

ABOUT THE POSITION:This business unit supports the operations of the Colorado State Patrol by producing data driven tactical, strategic and data intelligence related products to support commanders and line level personnel. This unit performs analysis of traffic – crime related trends and patterns as well as long-term strategic analysis of traffic related incidents. Problem identification and solution analysis are also at the cornerstone of the unit’s roles and responsibility. Long-term strategic analysis of traffic and crime issues and problems are performed by this business unit to effectively manage, allocate and deploy resources.This position primarily responsible for strategic and tactical traffic-crime related data intelligence analysis, research and reporting in support of the proactive policing activities of the Colorado State Patrol. This position is assigned to the Staff Services Branch.KEY RESPONSIBILITIESSupervision/Personnel ManagementThis position supervises a unit of crime analysts who perform short term and long-term analysis of trends, patterns, series and problems for the agency. Plans, organizes work unit functions, coordinates time, and schedules for maximum efficiency. Supervises subordinate personnel including but not limited to: determining workload, delegating assignments, identifying training needs, monitoring and evaluating performance and initiating positive member recognition. Ensures workplace written directive adherence. Observes operations, processes and/or practices and methodologies for quality assurance and liability mitigation.Program AdministrationOversees a team of analysts that analyze and enrich data elements to optimize the flow of data and information between users and stakeholders. This position utilizes complex integrated and disparate systems, hardware, software and applications such as SQL databases, statistical programming languages, machine learning, CAD, RMS, Tableau, GIS, ESRI mapping,and reporting software in the creation of datasets, data analysis and mapping to accurately portray geographically and spatially where incidents are occurring, forecasting trends and dissemination of incident information. Maintains current domain and data warehousing knowledge. Provide guidance in identifying and defining data requirements. Design, develop, and maintain datasets for use in analysis and reporting. Creates necessary reports that are thorough, precise, appropriate and timely. Perform a variety of tasks related to the communication and interpretation of traffic and crime data. Communicates internally and externally with agency partners regarding aspects of traffic and crime related initiatives. Provides training and technical assistance to internal and external data users. Collaborates across organizational boundaries to share product, avoid duplication and increase analytic impact.Data Development, Management and Statistical AnalysisThis position develops and maintains administrative, strategic and tactical analytical capabilities in support of the strategic and tactical goals and objectives of the agency. Design and develop databases that are compatible with agency needs. Collates, analyzes, disseminates, and evaluates data to discover developing trends, patterns, and changes in traffic related criminal activity, using mapping, visualization and other analytical software. Using various computer software, analyzes crime data for statistics, patterns and trends. Seven (7) years of experience in developing and maintaining complex analytical strategies, design and develop databases, and disseminates data.

OR

Three (3) years of experience in developing and maintaining complex analytical strategies, design and develop databases, and disseminates data, and Bachelors Degree in any field.
