About Community Engagement and IntegrationThis work unit provides Community Engagement and Integration at Grand Junction Regional Center, which consists of supported employment, vocational, training and habilitation services to waiver and ICF individuals. These services are provided in compliance with Local, State, and Federal standards.Description of JobAbout the Position:The Director of Community Engagement & Integration provides guidance and vision to GJRC’s day habilitation and supported employment programs, working to achieve full integration for individuals with intellectual and developmental disabilities. Inspired by Colorado’s Employment First initiative, GJRC strives to open pathways to employment appropriate to the hopes, goals, and abilities of each of the individuals it supports. Under this responsibility, the position is accountable for meeting all regulatory and funding requirements agency-wide and supervising all of the functions and systems related to the delivery of Program and supported employment services. Services are currently provided in both ICF and waiver homes, at the Developmental Center building, ICF group homes, and in the community, to approximately 80 individuals Duties in this position include:Program Management:

provide visionary leadership and guidance for the Community Engagement and Integration Program department, with a particular focus on community connections, promoting, and advancing Pathways to Employment programs

supervises and coordinates activities of employees

manages the overall day-to-day operation of Community Engagement and Integration Programming Services, areas include the development, writing, and delivery of individual residential training programs, addressing individual health and safety standards, and the monitoring of environmental issues following best practice standards, State, Federal, and Agency regulations

exercises Administrative responsibilities in the areas of hiring, performance planning, performance evaluation, and corrective action

implements and designs strategies, policies and procedures, systems, guidelines, process for Community Engagement and Integration Services and develops monitoring systems to assure compliance of State and Federal regulations pertaining to Community Engagement and Integration Program Services

coordinates delivery of Community Engagement and Integration Program Services with other agency services (residential, case management, medical, therapy) to ensure progress toward person-centered and agency goals

initiates appropriate changes in the delivery of Community Engagement and Integration in response to resident and Agency goals and/or priorities

works in conjunction with other disciplines to determine the appropriate level of staffing assignments as they relate to the needs of each resident

exercises administrative responsibilities by direct line supervision over Community Engagement and Integration Staff in the areas of performance planning, evaluation, and management, including staff selection from eligible lists, staff assignments, and progressive discipline

implements and monitors daily operations of Day Programming to ensure compliance with standards

assures staff are trained in core competencies of the agency and discipline as well as in the implementation of individual programs

observes, monitors, and ensures direct support staff are following routines, implementing Individual Residential Plans, and providing for the health and safety of individuals in the residential sites. Responsible for implementing progressive discipline if direct support staff are not adhering to established standards, protocols and programs

coordinates the delivery of services with other agency services e.g., case management, medical therapy, etc., to ensure the individual's well-being

ensures therapy and behavioral services are implemented and documented working with individuals' parents and guardians as appropriate

guarantees the highest quality of person-centered services and activities that are informed by individualized goals, positive behavioral supports, and rigorous data-keeping

actively pursues initiatives to improve, enhance, and grow programs for the benefit of participants and the long-term promotion of GJRC’s image and DRC’s mission, including the cultivation of productive relationships with all stakeholders

Budgetary Management:

as a member of the agency management team, assists in the development of a strategic plan and assists with budget preparation and implementation under agency policies and procedures, as well as state and federal regulations

ensures that contractual obligations are met for any existing work contracts with community vendors (vending)

makes monthly and/or quarterly financial reports to Finance as requested

oversite and reporting of staff expenditures will also be required

identifies new income possibilities for individuals supported through community involvement (Supported Employment), contractual work, and/or resident-produced items

responsible for ensuring all residents are paid the appropriate wage according to state and federal rules and submits pay detail sheets weekly for residents to get paid

Appointing Authority Leadership and Mentoring:

provide leadership to all Community Engagement and Integration areas and will mentor staff to their highest potential

counsels, corrects, and mediates as needed for staff members

monitor, record, and evaluate each FTE supervised

performance plans and evaluations utilizing the PMP evaluation system, hiring, distributing corrective action, disciplinary action, and terminations as necessary

must attend multiple facility meetings including, but not limited to: Program Services Management, Management Meeting, QAPI, Budgetary meetings, Community Engagement and Integration Meetings, TA meetings, Safety meetings, and any other meeting that arises in the course of assigned duties

Other Duties as Assigned:

performs other non-specified duties, as requested by the Director or other senior leadership

utilizes a state vehicle or personal vehicle to travel to ensure adequate staffing which may involve providing direct care coverage

assures adequate resource deployment in the areas of staff assignments, budget planning, analysis, allocation, and accountability, materials and equipment, and monitors daily operation to ensure compliance with directives

serves as a duty officer to consult with staff after hours

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsEducation and Experience:Baccalaureate from an accredited college or university in the area of Education, Social Work, Psychology, or related field AND Four (4) years of professional experience in an occupational field related to the work assigned to the position with at leastONE (1) year of experience in a supervisory Human Services role Substitutions: Relevant Associate degree from an accredited college andsix (6)years of experience in Human Services and at leastONE (1) year of experience in a supervisory Human Services role Preferred Qualifications:

experience working in the IDD community

experience supervising healthcare staff

working knowledge of State and Federal regulations pertaining to Day Programming

experience working/or knowledge with Vocational Rehabilitation, Colorado Work First Initiative and WorkForce Centers

experience managing day program/respite activities

experience managing a budget

must possess and maintain a valid driver's license
