Description of JobWork Environment:This position is Full-time, is Hybrid (Remote/Home Office w/requirement to report to Work location per business needs)

Office hours are typically Mon-Fri, 8 am-5 pm

Extended hours during the evening or the weekend may be required by business needs

15-20% Travel required within State School Districts

A Remote (Home) office is required

Position Summary:Come join CDE to help ensure the rights of students with disabilities. If you have a passion and experience in Special Education, you can make a difference in Colorado.The Special Education Monitoring and Technical Consultant position is responsible for managing and facilitating statewide monitoring processes to ensure compliance with the Individuals with Disabilities Education Act (IDEA) and the Exceptional Children's Education Act (ECEA). They will serve as the content expert on special education rules and processes. They will also serve as a content expert and lead the technical assistance work within the General Supervision and Monitoring Team related to the special education policy, practice, and procedure.Major Duties and Responsibilities:Serve as a content expert on IDEA and Exceptional Children's Education Act rules related to special education and serve as a lead of Office of Special Education monitoring and technical assistance as part of the General Supervision and Monitoring Team.Provide technical assistance and support to CDE colleagues, special education administrators/educators on compliance with specialeducation law, regulation, and processes consistent with IDEA and ECEA.Review and evaluate Comprehensive Programs plans to determine strengths and weaknesses as part of required monitoring process.Review special education data and SPP/APR Indicators to determine compliance and areas of needs. Provide feedback and recommendations to AU special education directors.Oversee all aspects of monitoring and facilitate on site monitoring of implementation of Individuals with Disabilities Education Act and Exceptional Children's Education Act rules related to special education.Develop preliminary draft monitoring reports that completely and thoroughly discusses identified monitoring findings. Report shouldoutline strengths, documented evidence used to determine findings, and recommendations.Oversee implementation of Corrective Action Plans related to General Supervision and Monitoring, including State Complaints.Consult with appropriate AU personnel regarding monitoring, findings, and on going support if needed, to be in compliance with rules andstatute.Train AU personnel on monitoring resources, requirements, processes and procedures.Manage multiple monitoring audits, effectively track audit actions/deliverables, as well as complete assignments within prescribeddeadlines.Facilitate the development of of rubrics, matrices, and other resources to guide/inform the monitoring process.Collaborate with the data supervisor in analyzing data collections to inform general supervision and monitoring activities and thecompletion of the SPP/APR report.Manage IEP and DMS software contracts, including the development of amendments/statements of work, and ensuring accuracy and completion of deliverablesManage the annual budget associated with vendor contractsServe as a liaison between vendors, stakeholders, and the CDEMinimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Required:Bachelor's in Special Education or related field, from an accredited universityPreferred:Master's in Special Education or related field, from an accredited universityRequired:3 years experience in special education administration (above building level), such as Special Education Director, Coordinator, or Supervisor. Experience in a leadership position at a state education agency may be substituted for experience in a local education agency. QUALIFICATIONS AND CONDITIONS: Qualifications for Success in the Position: Demonstrated skills and abilities to independently problem solve and resolve/describe findings and document discrepancies.Ability to logically apply statutes and regulations to reasonably support all monitoring findings.Demonstrated ability to manage large work loads, including but not limited to effectively tracking action items/deliverables, as well ascomplete assignments within prescribed deadlines.Intermediate to advanced proficiency in MS Office programs, specifically Excel and Word.Strong written and verbal communication skills.Strong attention to detail (proofing work, spelling, grammar, formatting, etc).Ability to effectively balance quality of work and productivity expectations.Ability to effectively collaborate with internal and external customers (i.e., school districts, other CDE units, etc.).Ability to prioritize and organize work to accommodate and meet the changing needs of the department and meet deadlines.Takes initiative and exhibits a proactive approach to work.Identifies problems and recommends solutions prior to the standard being jeopardized.Ability to work independently as well as on a team.Ability to lead professional learning in a variety of settings; in person, hybrid, virtual.Understanding of Adult Learning Theory principles and the ability to apply the principles to the development/revision of professional learningcourses.Ability to incorporate feedback into course revision and delivery.Exhibits CDE’s mission, vision and values by the consistent expression of professional, respectful, and customer service oriented behaviors.Preferred:Special Education Teacher License K-12Director of Special Education/Administrator's License K-12PConditions of Employment (Required):
