We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Information about the Operations and Administration Division:The Operations and Administration Division (Division) within the Office of Community Living (Office) acts as the service and support entity of the Office. The Division includes financial oversight, contract management, administrative support, and systems support for the day to day activities of the Office. The Financial Compliance & Monitoring Section within the Operations and Administration Division oversees the Case Management Agency (CMA) contracts and budgets totaling approximately $70 million annually; financial and contractual reviews of the CMAs that include the Family Support Services Program, State Supported Living Services Program, and OBRA Specialized Services Program; subrecipient monitoring activities for CMAs; and financial compliance reviews and recoveries for nursing facility providers, service providers, and case management agencies. The Financial Compliance Unit is within the Financial Compliance & Monitoring Section of the Division.Description of JobWhat you'll be doing:

This position, in coordination with similar positions, completes compliance reviews of approximately 900 Home and Community Based Services (HCBS) service providers.

Conducts ongoing compliance reviews of providers to ensure direct care workers and independent contractors for specific HCBS waiver services are compensated at a specific hourly base wage established by the Department.

Reviews accounting records maintained by service providers specific to the base wage compliance requirements to ensure regulatory compliance.

Requests documentation from service providers; reviews the records; and makes a determination on compliance.

Issues a determination letter, reviews, and responds to all contested non-compliance determinations.

Requests a corrective action plan from the service provider and reviews their response. Approves or rejects the corrective action plan.

Issues a demand letter for recovery of Medicaid dollars pursuant to C.R.S. 25.5-4-301. Which includes researching and responding to all informal reconsiderations and/or appeals submitted by the service providers, if necessary.

Prepares and represents the Financial Compliance Unit (Unit) during any informal reconsiderations or appeals of recoveries from service providers.

Presents to Unit Supervisor or designee any non-compliance issues and recommends program improvements.

Ensures all reviews comply with all applicable Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Accounting Principles (GAAP).

Responsible for following review plans, programs, procedures, and utilizing review templates to complete the base wage compliance reviews conducted by the Unit.

Assists in drafting and revising the review scope; maintaining and updating internal review procedures; and developing and revising review templates and tools.

Ensures that the review scope and tests meet all federal, state and Department regulations. Also ensures that the review scope is modified to meet any changes in regulations.

Works with team members in developing program policy and ensuring system changes are incorporated into the review process.

Uses their expertise in conducting compliance reviews to recommend approaches and best practices for other Unit staff.

Position communicates verbally and in writing with Department staff and Medicaid providers.

Conducts other compliance reviews as assigned to include nursing facility compliance reviews, personal needs account reviews, case management agency compliance reviews, etc.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsResidency Requirement: This posting is only open to residents of the State of Colorado at the time of submitting your application. MINIMUM QUALIFICATIONS:There are two ways to qualify for this position:Option 1:Experience Only: Six (6) years of relevant experience related to conducting financial audits or other similar compliance activities.Option 2:Education and Experience: A bachelor's degree from an accredited institution in a related field and two (2) years of relevant experience related to conducting financial audits or other similar compliance activities.Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

An associates will count as two years of experience

A bachelors will count as four years of experience

A masters degree will count for six years of experience

A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS:

Prior state experience related to the duties of this position

Intermediate Microsoft Excel skills

Intermediate understanding of audit principles and standards

Experience conducting financial or programmatic audits for Medicaid or Long Term Care programs

Experience with Medicaid billing or reimbursement structure

Experience creating, developing, or updating tracking and auditing tools based on regulation changes and/or process changes

Highly Desired Knowledge, Skills and Abilities:

Strong attention to detail that will be used when conducting financial reviews to verify providers are paying the appropriate wage or billing Medicaid appropriately.

Ability to work independently to review supporting documentation and work in spreadsheets for most of your workday.

Ability to think critically about unique situations that arise during an audit to include problem-solving the issue, drafting non-standard responses to audit findings, developing new processes for reviewing documentation, or creating new calculations.

Strong organizational skills that will be used to keep track of different audits that may be in various statuses at any given time and with varying priority levels.

Strong communication skills (both oral and written, and interpersonal skills) in order to work effectively with providers, stakeholders and coworkers.
