Department InformationThe mission of the Colorado Department of Higher Education (CDHE) is to improve the quality of, ensure the affordability of, and promote access to, postsecondary education for the people of Colorado. In pursuing its mission, the Colorado Department of Higher Education will act as an advocated for the students and institutions of postsecondary education and will coordinate and as needed, regulate the activities of the state’s postsecondary education institutions. The Federal Compliance Manager is responsible for supporting the management and closing of projects that are or were federally funded . This role involves overseeing all aspects of project management , ensuring that projects are completed on time, within scope, and in compliance with relevant regulations, and oversight of the closing of the projects. The Federal Compliance Manager is responsible for leading the department’s efforts to ensure state and federal compliance and serves as lead project manager for the implementation, closeout of all bills and legislation administering State and Local Fiscal Recover Funds , and oversight of compliance with all state and federal regulations, policies, and guidance . Description of JobSUPERVISION EXERCISED This position does not supervise any employees. SCOPE OF RESPONSIBILITIES This is a term-limited position through December 2026 . This position is fully funded through federal stimulus dollars through the American Resue Plan (ARPA). This intermediate level position must work broadly across the department on timelines , project management and completion, tracking, and department communication on projects. The Federal Compliance Manager plays a crucial role in ensuring the successful completion of projects. The project manager must navigate complex state and federal regulatory environments, manage budgets effectively, and collaborate with diverse stakeholders to achieve project objectives . The Federal Compliance Manager is responsible for ensuring the quality and accuracy of the monthly and quarterly state and local fiscal recovery JOB DUTIES The duties listed below reflect the different types of work that may be performed. Collaborate with internal and external stakeholders, including state and federal agencies, nonprofit organizations, and community groups.

Serve as the first line of communication with the governor’s office, office of the state controller, and federal agencies.

Foster positive relations hip to enhance program effectiveness and sustainability

Communications effective with internal and external stakeholders

Represents the organization at meetings, conferences, and other relevant forums

Leads project team, ensuring effective collaboration and communication

Provides guidance to team members and develops processes to ensure consistency across projects.

M onitors and tracks expenditures to ensure fiscal responsibility

Prepare financial reports for internal and external stakeholders

Collects and reports program financial and performance data; monthly and quarterly reports to OSC and the Governor’s office through Gravity and SalesForce .

Prepare quarterly treasury report with support from OSC and the recovery office.

Leads the close-out existing SLFRF programs in partnership with the recovery office and the office of the state controller guidelines.

Ensure that project activities comply with all relevant state and federal regulations and guidelines.

Prepare and submit necessary documentation to demonstrate compliance.

Maintain comprehensive project documentation, including plans, reports, and correspondence.

Ensure that all project documentation is accurate , complete, and accessible.

Identify potential risks associated with projects.

Monitor and manage changes to project scope, schedule, and costs.

Stay current on best practices and trends in program management

Continuously seek opportunities to enhance program efficiency and effectiveness.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsQUALIFICATIONS Education and Experience Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying . A typical way to obtain knowledge and abilities would be: Education: Bachelor’s degree from an accredited university or college in public administration, policy education or related field. Substitution: Three ( 3 ) years of experience in a combination of project management, federal program administration, state government or a related field can replace the requirement of the bachelor’s degree. Experience:

Three (3) to five (5) years of experience in higher education or workforce, grant management or related field required .

Preferred Qualifications

Experience:

Experience working with federal Uniform Guidance (2CFR200)

Experience in Federal and State grant management

Strong time and project management skills, including prioritization and multi-tasking ability.

Experience working in state and local government

Experience working with CORE and info Advantage reporting or similar products

Have working knowledge of the State’s budget (PB) and accounting (CORE) software

experience with the close out process for federal grants.

Knowledge of:

Knowledge of State and Local Fiscal Recovery Funds (SL FRF) regulations

Excellent reasoning, investigative, analytical, and problem-solving skills

Strong attention to technical detail and accuracy

Ability to:

Ability to take initiative to solve problems in an innovative manner

Excellent interpersonal skills, time management skills, and the ability to work effectively and under pressure with a team of co-equals to meet tight and rigid deadlines.

Ability to present technical information to non-technical audiences and in leading collective decision making

TYPICAL WORKING CONDITIONS

The employee typically works in a standard office environment where the noise level is moderate, and the office has controlled temperatures. Works a 40-hour work week, either remotely, hybrid , or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday– Friday 8:00 am – 5:00 pm.

Job duties may occasionally require working extended hours or hours outside of the regular schedule.
