Description of JobThe state of Colorado is at the forefront of addressing climate change and controlling air pollution. Join our efforts to safeguard the health and well-being of Coloradans by enforcing the state's air pollution laws and enhancing the quality of the air they breathe. The Air Pollution Control Division (APCD) is offering job opportunities for Permit Engineerswithin theOil & Gas Program Permitting Unit.Work Unit The Oil and Gas Program Permitting Unit reviews permit applications to assess if proposed facilities or modifications will comply with Colorado air quality regulations and develops permit language and issues permits for these facilities. The Unit also develops guidance and processes for developing emissions inventories and maintains data systems related to oil and gas facilities. Job Description The work unit is hiring entry-level engineers to conduct engineering reviews of major, synthetic minor, and minor source construction permit applications, with a focus on oil and gas sources. The position involves following established procedures and regulations, estimating emissions of air pollutants, evaluating air pollution control measures, and determining compliance with regulations and standards. As experience grows, the complexity of permits to be reviewed will increase. Additionally, the engineer will provide information and assistance to the public and local agencies regarding regulations and the regulatory process. Specific duties and responsibilities include but are not limited to:Engineering Review and Draft Construction Permits

Conduct review of air pollution permit applications for major, synthetic minor, and minor sources, and facility-wide permits. Includes identification of emission points, analyzing data to determine types of pollutants emitted, calculation of emissions, basic air dispersion modeling, determination of applicable federal and state requirements and source compliance, writing of public comment notices, and issuance of permits and exemption letters.

Determine if information submitted is accurate and complete and contact permit applicants and/or their agents to clarify what has been submitted and/or to request additional information if the submittal is not complete.

Work with enforcement staff and sources to secure regulatory compliance by identifying and resolving permitting-related

compliance issues.

Program Development and Public Outreach

Interact with applicants and the public to provide information and guidance and clarify official policy and procedures pertaining to program goals and AQCC regulations.

Review agency and work unit guidance documents and permit application materials prior to distribution to ensure clarity.

Analyze and interpret federal clean air act regulations as they apply to oil and gas production.

Provide technical assistance to oil and gas facility owners and operators.

Instruct facility owners/operators about how to calculate emissions, fill out required reporting forms and how to keep records in accordance with the applicable air quality regulations.

Professional Development

Conduct professional, position-related development activities. Includes review of technical literature and attending in house and formal training. Participate in special projects under guidance.

Work Unit and Program Development

Assist Oil & Gas Permit Units with computer services. Includes developing standardized emissions calculations spreadsheets, developing data tracking systems, revising permit application forms and developing standard permit language

Help develop policies, procedures, interpretations, options and recommendations for new and amended State regulations pertaining to oil and gas development.

Develop implementation guidance and training concerning federal and state oil and gas regulations for enforcement personnel, permit engineers and small businesses subject to the regulations.

Other Duties as Assigned, Administrative Activities/Miscellaneous

Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS: Education/Licensure/Certification/Experience: Bachelor's degree from an accredited institution in engineering Substitutions Current enrollment as an Engineer-Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the required degree.

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position should have the following experience:

Current or prior state government experience reviewing permits or applications for permits for a regulatory agency

Formal coursework in environmental, chemical, civil, or other engineering discipline;

Environmental protection directly related to implementation of governmental air quality standards;

Experience reviewing and interpreting permit documents, development and construction plans and documents, regulations and other complex technical documents;

Registration as an Engineer Intern and/or successful completion of the Fundamentals of Engineering exam;

Ability to effectively communicate both orally and in writing with a wide range of partners;

Ability to communicate complex technical matters to non-technical individuals, including policy makers;

Ability to interpret and communicate public health and environmental requirements of the Department of Public Health and Environment;

Ability to synthesize and analyze technical information;

Excellent computer skills with Microsoft Word and Excel;

Excellent computer skills with Google Documents and Sheets.

Excellent critical thinking, interpersonal and conflict resolution skills;

Knowledge of the Colorado Air Pollution Prevention and Control Act;

Knowledge of the Federal Clean Air Act.

Conditions of Employment:
