Description of JobPlease Note: This position has hybrid work arrangements. Effective September, 2023 employees are expected to report to the office at least 2 days a week. These arrangements are subject to change. About this Unit:The Division of Economic and Workforce Support (DEWS) is housed within the Office of Economic Security. It is responsible for the ongoing implementation and management of an array of Adult Financial Assistance Programs (Old Age Pension, State Burial Assistance, Aid to the Needy Disabled, Aid to the Blind, AND/AB Supplemental Security Income, and Colorado Supplement), the Colorado Works Programs, Employment and Workforce Development Services, the Supplemental Nutrition Assistance Employment and Training program (SNAP E&T), known in Colorado as Employment First (EF), and the Colorado Refugee Services Program (CRSP). The Division also administers several smaller grant programs. About this Position:The Contracts and Budget Unit Supervisor position reports to the Operations and Analysis Manager. The Contracts and Budget Unit Supervisor is the supervisor of the Contracts and Budget Unit, which is located within the Operations Section. This is a team of four positions (the Contracts and Budget Unit Supervisor; the Contract Administrator IV Lead; and two Contract Administrator III positions). The unit oversees the Division’s procurement activities including solicitations, contracts, purchase orders, and invoices. Summary of Job Duties:The position has four main areas of responsibility:
Supervision of the Contracts and Budget Unit staff;
Management of the Contracts and Budget Unit workload - this includes providing subject matter expertise and quality control, ensuring record maintenance and transparency, and leading process improvement;
Production of budget analyses and projections - this includes serving as the subject matter expert on the Division budget, developing budget tools for DEWS staff, and developing state fiscal year budgets for appropriations; and
Serving as a Division liaison for external or highly impactful budget requests from our stakeholders, including CDHS leadership, the joint budget committee, the works allocation committee, auditors, and legislators.
And other duties as assigned.

Preferred Qualifications:
Experience with supervision.
Subject matter experience in contact processes at the Colorado Department of Human Services, including experience in moving a contract from the idea phase to execution.
Experience interpreting financial data from the Colorado Department of Human Services’ systems, including data from CORE, the Long Bill, and from the Department’s accounting team.
Experience developing and maintaining budgets.
Experience managing the workload of a contracts team in order to meet deadlines.
Excellent written and verbal communication skills.

This position will require clear writing skills. Please consider the following scenario and provide the writing sample requested. Your writing sample should not exceed three paragraphs. Note that the scenario and the data are fictional. The JOBS program provides oversight of workforce centers that provide job-skills training. The JOBS program budget includes a line item for employee travel. The line item assumes that five staff will conduct 12 on-site visits each, costing $1,250 per staff, per visit. These visits should be equally spread throughout the fiscal year (thus, one visit for each staff person per month). The fiscal year runs from July 1 to June 30. You are reviewing the January budget (which includes expenses through December) and have noticed that only $25,000 has been spent on travel since the beginning of the fiscal year.
