Description of JobAbout the PositionThis position works for the Right of Way Unit in Region 1 and serves as a designated expert in eminent domain appraisal, including performing eminent domain appraisals, performing reviews of eminent domain appraisals, contracting for appraisal services, providing valuation support for appraisal waivers and litigation, and serving as a resource for guidance, oversight, and quality control for local public agencies.Major duties and responsibilitiesinclude, but are not limited to:Appraisals

Perform appraisals and prepare eminent domain appraisal reports to be used for the acquisition of real estate interests, under the exercise of the power of eminent domain, required for transportation related projects;

Perform appraisals and prepare appraisal reports to be used for the sale, exchange or lease of CDOT owned properties;

Initiate in-depth research studies by collecting, verifying, and reporting data deemed necessary for the valuation of subject properties;

Perform highest and best use analysis for all valuation assignments which form the basis for selection of comparable properties in the cost, sales comparison and income approaches to value;

Physically inspect and analyze all appraisal projects including rural, agricultural, mountain, suburban, industrial, publicly-owned, and commercial properties;

Appraisal review services

Review contract fee appraisals originally negotiated and contracted under the Purchase Order contracting process;

Review all submitted property owner appraisals for proposed project acquisitions and all Local Public Agency submitted appraisals, completing and signing fair market value and appraisal review reports;

Monitor documents for compliance with CDOT, State of Colorado and Federal requirements, including physical inspection of projects, subjects and all comparable in all areas, rural and urban;

Produce written reports describing the reviewer's conclusions regarding the appraisal report's level of adequacy of the appraisal process, the reasonableness of the conclusions reached, and the compliance levels required;

Appraisal Consultant Management

Review and evaluate right-of-way and construction plans for understanding with project team members and inspect projects with project team.

Participate in establishing critical dates and required time for completion of appraisals.

Participate in establishing the quantity and complexity of appraisals required.

Gather all project and property documentation necessary to determine the scope of individual appraisals.

Participate in determining appraisal staff and/or contract appraiser resources necessary to complete the required appraisals/appraisal reviews.

Understand and apply CDOT procurement policies and procedures in order to engage contract appraisers or other specialists as may be needed. With guidance decide the most appropriate procurement method (statistical PO, Task Order Proposal and Scope of Work ) to engage contract appraisers while considering the number of appraisals needed, the schedule, and the complexity of the assignment.

Negotiate final fees for contract appraisals on projects;

Complete consultant evaluation forms for contract appraisal services;

Appraisal advise and support for the Regional offices and internal and external customers;

Provide all necessary project information and assistance needed for the selected contractor to successfully complete the assignment;

Process contractor invoices in a timely manner.

Other duties as assigned.

Regional expert on appraisal and appraisal review functions, quality assurance, training, developing and coordinating policy and procedures with Region personnel

Serve as consultant and adviser to the Region office and Attorney General's Office on property valuation issues;

Litigation support where issue of just compensation is resolved in condemnation actions;

Attend and provide expert witness testimony at depositions and valuation trials;

Other job duties as assigned.

Work Environment:

Primarily 8:00 am – 5:00 pm work hours, Monday-Friday

Approximately 20% spent in the field, 80% spent in the office

Travel required during work hours throughout the 8-county Region

Occasional overnight travel 1-3 times a year throughout Colorado

Required to operate CDOT vehicles

Willing and able to work in all areas of Region 1

Required to work near heavy traffic areas

A Certified General Appraiser License issued by the State of Colorado Board of Real Estate Appraisers is required.

AND at least one year of professional experience in complex real estate appraisal. Candidate should have experience and expertise in the unique procedures and complexities of preparing and reviewing eminent domain appraisals.

Preferred QualificationsThe exceptional applicant will be an experienced Property Appraiser and will possess the proven ability or accomplishment in the following:

Demonstrated success with the duties listed in the Description of the Job section;

Years of State service experience related to the duties of this position.

Advanced level of proficiency in eminent domain appraisal procedures and practices;

Extensive appraisal review experience;

Private and public sector appraisal experience;

Experience using established appraisal data resources;

Experience providing expert witness testimony;

Experience preparing or helping prepare with Fair Market Value determinations;

Experience with USPAP, FHWA, and CDOT Right of Way Manual requirements and guidelines
