The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT), applications, technology service providers, including relations with the Governor’s Office of Information Technology (OIT), and vendors. The Division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with the program staff for IT support of Department-wide operations, maintenance, modernization, and implementation of new IT systems. This Division is designed to assist the entire Department with innovating and maintaining the technology that supports the missions in a strategic, interoperable and secure fashion.The Analytics & Reporting team is a part of the Data Management and Analytics division. The Analytics & Reporting Team is a newly centralized team of analysts that work together to standardize practices and support research, reporting, and analytic priorities across the Department. Analytics & Reporting team members work closely with program leadership to specialize in different sources of data and early childhood programming that the Department providesDescription of JobThis role directly supervises and provides technical support for a team of analysts, and ensures that reporting and analytics across programs are aligned and meet customer quality standards. This position is responsible for developing and managing the Analytics and Reporting Strategy that considers program, analyst, and department priorities, needs, and strengths. This role develops and manages internal and external data request processes. Additionally, this role has an expertise in analytics and reporting that will allow them to conduct analyses and reporting that supports cross-program priorities identified by senior leadership. Unit and Executive Leadership will rely on this role as the key authority in reporting and analytics best practices.What you’ll be doing:

Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.

Establish work schedules, review and approve worktime and absences.

Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire.

Recommend promotions and changes in pay, submit personnel or position actions.

Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.

Identify training and developmental needs, and provide training as needed.

Provide feedback and coaching, write performance plans, and sign performance evaluations.

Provide technical statistical, analysis, and data visualization support to analysts and staff across the Department.

Provides analytic and reporting support for cross-department efforts that cannot be assigned to a dedicated analyst.

Conduct complex statistical analyses to support programs and strategic priorities across CDEC programs, including longitudinal analyses and predictive modeling.

Consult with program and department leadership on data collection, analytical, and reporting methods to ensure actionable data.

Consult with program and department leadership on research and evaluation methods or related research and evaluation efforts led by external partners or vendors on behalf of CDEC programming.

Manages internal and external data requests and supporting processes, documentation, including the roll out of any internal or external data request processes.

Assigns data requests and ensures they are completed in a timely and high-quality manner.

Ensure that analysts complete all back-end tracker information upon completion of a data request.

Works with the DPMG Unit Manager to identify strategic shifts in data request management and processes.

Manages continuous improvement of internal and external data request forms to ensure that data gathered through request form meets analyst needs and supports Unit strategy.

Manage department-wide communications regarding the use of and modifications to the data request form, with support from the Communications team as needed.

Works with Division Directors when staff is needed in cross functional fashion to ensure cross training, inter-divisional data reporting and coverage.

Develop and Manage Analytics & Reporting Strategy

Ensure consistent and high-quality reporting practices across program areas and cross-program efforts.

Ensures alignment between analyst work and cross-department, cross-program priorities.

Manages cross-department analytical strategy and aligns overall department strategy to prioritization of Analyst activities.

Recognizes cross-program opportunities for collaboration in the analytics and reporting space.

Collaborate with program leadership across CDEC to understand cross-program priorities.

Work with program leadership to ensure that Analytics & Reporting Strategy development and execution is in alignment with CDEC and BITS strategic planning.

Perform other duties as assigned

Review and recommend new or revised internal operating processes and procedures.

Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the relevant profession. Represent CDEC on various standing or ad hoc committees.

Preferred qualifications:

State experience relevant to this position

Proven experience guiding others’ work and/or delegating tasks (e.g. supervisor or work lead)

Proven experience analyzing, visualizing, and summarizing large administrative data sets using software such as R, Python, Tableau, Google Data Studio, SAS, SPSS, SQL, etc. (Experience with R and Tableau is preferred)

Experience with cross-disciplinary work – e.g. working across multiple teams and/or multiple areas of subject matter expertise

Experience translating data into actionable recommendations

Exceptional oral and written communication skills

Ability to relate to and garner feedback from diverse stakeholder groups

Experience navigating data communication in a public, legislative, or political setting

Familiarity with programming for families with children birth through 5 (early childhood) in Colorado or another state

Proficiency with Google Workspace, including Gmail, Chat, Calendar, Docs, Sheets, Slides, and Forms

Proficiency in Microsoft Office suite, including PowerPoint and Excel
