The Consumer Credit Unit (Unit) is seeking an individual to coordinate our licensing for programs protecting consumers from predatory lending, debt collection, student loans and more. The Program Coordinator will train and support licensing staff, ensure consistent and clear communications with licensees, and help maintain and develop the Unit’s Salesforce database. Our core values and commitment to diversity, equity, and inclusion, drive our actions and demonstrate our focus on being principled public servants who are innovative and better together.Visit our website to learn more:https://coag.gov/.Description of JobThe Consumer Credit Unit (Unit) enforces the Colorado Uniform Consumer Credit Code (UCCC) (consumer lending); Uniform Debt Management Services Act (credit counseling and debt settlement); Credit Services Organization Act (credit repair); Rental Purchase Agreement Act (rent-to-own); Colorado Non-Bank Mortgage Servicers Act (mortgage servicing); Colorado Student Loan Equity Act (student loan servicing); and the Colorado Fair Debt Collection Practices Act (debt collection). The Unit issues licenses to supervised lenders, collection agencies, student loan servicers, and debt-management companies; and receives notification filings from retail sellers, sales finance companies, rent to own companies, and mortgage servicers. It conducts compliance examinations of licensees and notification filers; investigates and disciplines companies and individuals suspected of violating the law. The Unit works with the Consumer Credit Enforcement Unit (CCEU) to bring enforcement actions in administrative and state district courts. The attorneys and legal assistants prepare the enforcement actions including but not limited to complaints, other disciplinary actions such as letters of admonition, assurances of discontinuance, settlement agreements, and final orders.POSITION SUMMARYThe Program Coordinator will provide coordination and ensure consistency for the Unit’s regulatory programs to meet the legal, licensing, complaint, and system objectives. This position is responsible for participating in development and maintaining the Unit’s Salesforce database to collect, organize and maintain data concerning licensees and complaints. The position will have a leadership role in project management for the Unit, including but not limited to database projects, consumer restitution, Unit outreach projects, and workflow efficiency projects. This includes responsibility for project development, documentation, monitoring and tracking progress, reporting project status and managing deliverables. This position will ensure the continual and consistent internal operations by developing any guidelines and procedures policies and procedures for approval by the Administrator, and subsequently implementing any needed process changes required. This position manages all Unit technical operational processes to ensure all processes are meeting the goals of the Unit.WHAT YOU WILL DO Job duties include, but are not limited to the following: Licensing Program CoordinatorAnalyze current processes, statutory requirements and the business needs of the Unit and then by applying the analysis to develop the work processes necessary to meet the objectives of the licensing programs.

Determine language and general content needed on applications to ensure compliance with statutes and rules and to further a more efficient administration of the programs’ acts, then making recommendations to the Administrator and Deputy Administrator

Create instructions and FAQs to assist applicant compliance with licensing requirements

Develop the guidelines and work processes for the Unit to efficiently license and register companies to do business in Colorado

Create, designing and overseeing the Unit’s regulatory content on DOL’s website

Develop the training and then overseeing the implementation and compliance of Unit with the licensing programs

Develop statistical analysis and creating reports to assist the Administrator in making informed decisions

Perform periodic and regular analytical review of the Unit’s licensing programs to ensure adherence to the established guidelines and processes and then tailor and implement any necessary changes to ensure the Unit is meeting is statutory requirements and business needs.

Unit Project Manager Manage projects that impact the business and regulatory practices of the Unit.

Research, evaluating and recommending courses of action in a given project in order to achieve Unit objectives

Act as the primary point of contact for the Unit with vendors or other pertinent stakeholders involved in the project and as the Unit’s point of contact for any RFP processes by assisting with the development of the RFPs, attending vendor presentations and making recommendations to the Administrator and Deputy Administrator

Oversee project documentation

Monitor and report project status, tracking accomplishments, resolving issues and change initiatives, and deliverables

Work with and coordinating all other pertinent parties to ensure that all tasks within a given project are completed on time, within budget or other identified resources, and to full completion as determined by the scope of the project

TrainingEstablish areas of needed training both technical and substantive

Provide training to new employees with Unit’s statutory requirements and workflows and processes

Complaint Program Technical SupportCoordinate the complaint program for the Unit in order to support the objectives of the Unit’s regulatory responsibilities.

Analyze current processes, statutory requirements and the business needs of the Unit and then by applying the analysis to develop the work processes necessary to meet the objectives of the Unit’s regulatory enforcement responsibilities. P

Provide input to develop and maintain the Unit’s SalesForce database to collect, organize and maintain a large volume of complaints

Create and implement the guidelines and processes for the collection, input, storage, retrieval, and investigations of complaints

Identify the relevant data for collection and then retrieving the data necessary for statistically analysis to identify trends and/or changes in industry practices that are contrary to statutory requirements

Manage the mechanisms of communication to the agencies and the public on behalf of the Administrator

Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act. Salary will be paid on a biweekly basis. Six (6) years of professional experience in regulatory licensing/compliance, professional administration experience with either a regulating body or a regulated entity or managing/administering public sector programs and one year of Salesforce experience.

Graduation from an accredited college or university with a bachelor's degree in business, public administration, communications, social sciences, political science or other related field AND two years of professional experience in regulatory licensing/compliance, professional administration experience with either a regulating body or a regulated entity or managing/administering public sector programs and one year of Salesforce experience.

OR

A combination of related education and professional experience in regulatory licensing/compliance, professional administration experience with either a regulating body or a regulated entity or managing/administering public sector programs and one year of Salesforce experience total equals six (6) years.
