Decarbonize DRCOG will:
Perform whole home retrofits in low-income communities,
Provide energy advising services and electrification-oriented rebates and incentives to home and business owners,
Support workforce and industry development,
Execute a mass market marketing and community engagement campaign, and
Work with local governments to accelerate adoption of ambitious policies.

The Decarbonize DRCOG Program Manager (Energy Advising, Rebates, and Low Income/Disadvantaged Communities Programs) will be responsible shaping overarching the Low-Income Disadvantaged Communities and Energy Advising and Rebates Program, personnel, and financial management. First year priorities are to issue RFPs and select vendors to implement the broad array of programming; guide program development to launch by Q3 2025; and ensure coordination with contractors and community members. Subsequent years will continue to focus on program and process improvement and strategic partnerships and participation.

ABOUT THE POSITION OF PROGRAM MANAGER (ENERGY ADVISING, REBATES, AND LIDC PROGRAMS)(BUILDING DECARBONIZATION)
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division.
Directs staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
Directs the development, implementation, and assessment of strategic initiatives aligned with division objectives, and plans of an organizational-wide function or multiple functions; coordinates activities between multiple teams or functions.
Oversees the operation and activities of an organizational-wide function or multiple functions which include program and project development, evaluation, and reporting; research and outreach activities; and compliance with policies, standards, and regulations.
Develops and oversees multiple budgets; contracting functions; allocates resources; monitors and controls expenditures.
Develops and maintains internal and external relationships; participates in a variety of meetings, committees, or related groups to communicate information regarding services, programs, areas of opportunity, and other information; represents assigned area on committees and advocacy groups.
Reviews and approves a variety of records, reports, contracts or other documents; makes decisions or provides recommendations based on findings;
Serves as an advisor to the organization’s executive team.
Develops and leads the strategy for LIDAC incentives ($40 million), energy advising ($17 million), and innovation fund ($6 million) for the building decarbonization programs. Responsibilities include program development, evaluation, reporting, research, and outreach activities to ensure compliance with policies, standards, and regulations.
Represents the Decarbonize DRCOG program at community events, workshops, and meetings, collaborating with regional municipalities and internal teams on policy, workforce, and engagement.
Lead the strategy and management of building decarbonization incentives and energy advising programs.
Lead the development of building decarbonization efforts tailored to low-income and disadvantaged communities.
Prepares reports, briefings, and presentations for the DRCOG Board, committees, and external stakeholders.
Leadership principles;
Management principles and practices;
Best practices, emerging ideas and existing programs that serve low-income disproportionately impacted communities, effective electrification incentives, and energy efficiency/electrification advising services;
Human Centered Design Principles;
Environmental Justice, Justice40 initiative, racial equity and climate equity;
Building Science, Engineering, Environmental Science or related fields preferred;
Existing programs and providers of energy support and housing repair services for low and very low-income individuals in the DRCOG region;
Contract management;

Requires thorough knowledge of the principles and practices of building decarbonization and sustainability planning, including experience working with low-income and disadvantaged communities.

EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree in public administration, management, sociology, outreach and community engagement, environmental science, building science, construction management, sustainability planning, urban or regional planning, engineering or field directly related to assignment. A minimum of three years of experience with at least one of the following: programs serving vulnerable or low income individuals, efficiency/electrification incentive programs, or energy advising. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

COMPENSATION AND BENEFITS
The hiring salary range for this position is $3,986.84 - $4,981.34/semi-monthly or $7,973.68 - $9,962.68/month or depending on qualifications.
