Position Purpose

The City of Arvada promotes Equal Pay for Equal Work. Starting salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity. The range listed reflects the entire range and typical placement is entry to mid range.

Directs the strategic development and execution of the city’s risk management vision and is charged with collaborating and advising on that strategy with other City leaders. Manages the daily operations of the Risk and Safety Management Division of the City Attorney’s Office. Responsible for the leadership and innovation necessary to identify, evaluate, mitigate, and monitor the City’s operational and strategic risks. Handles complex legal issues and matters with experienced judgment and acumen. Provides key input to the organization and ensures alignment of risk and safety strategies with the organization’s vision, mission, and values. Models passion for public service within the CAO and throughout organization.

Job Functions / Scope of Authority

RISK MANAGEMENT -

Manages the day to day operations of the Risk & Safety Management Division, which includes responsibility for attaining objectives and implementing approved policies and programs in the area of risk management.

Leads and/coordinates the work of project teams or committees to accomplish strategic and operational objectives related to risk management.

Utilizes a data driven approach to risk and safety program oversight by creating metric dashboards, setting benchmarks, and assessing strategic measures.

Identifies and analyzes City-wide risks and hazards. Provides strategic vision and direction on determining the most effective methods of minimizing and managing each risk.

Directs the City-wide operational strategies for loss control and safety programs throughout the City.

Manages the revenue, expenditure, and reserve practices to ensure fiscal responsibility relating to City property.

INSURANCE / CLAIMS -

Conducts financial analyses of the insurance fund to determine adequate funding levels ; compares and evaluates benchmarking ratios to ensure the integrity of the insurance fund. Prepares and manages the budget for the risk management division.

Manages the annual insurance policy purchase process. Evaluates needs for insurance coverage with a third party vendor, writes requests for qualifications or proposals for third party vendors and ensures responses are correct. Analyzes insurance bids, recommends the purchase of various types and levels of insurance based upon the overall bids and the price. Reviews insurance contracts provisions with the city attorney. Represents City insurance interests with various City boards and inter-departmental committees.

Addresses any insurance coverage issues that arise concerning the City’s insurance policies, and creates policies and procedures concerning coverage under the City’s self insurance program.

Responsible for managing the City’s self-insurance programs in compliance with state law.

Directs and manages the operational strategy of risk transfer administration. Analyzes claims trends and develops statistics and plans for change to reduce risk.

Manages the City’s Response Information Management System (RIMS) for claims handling and is responsible for reporting out meaningful claims information to the City’s leadership team.

Evaluates, oversees, and develops relationships with insurance brokers and excess carriers on insurance needs and reporting.

Manages and oversees the allocations for actuarial analysis and allocation methodology for the City’s work systems and departments

Oversees the administration of all claims, including: workers’ compensation, general liability, auto, and property claims.

Negotiates and recommends the settlement of claims with attorneys, employees, and citizens.

Collaborate closely with the Chief Information Security Officer (CISO) to assess, monitor and insure cyber risk within the organization.

Handles the Jefferson Parkway Public Highway Authority insurance assessment and renewal process, as well as related tasks.

SAFETY -

Oversees the establishment and maintenance of a vibrant City-wide safety culture that features a continuous improvement mentality, and is characterized by high employee engagement.

Supports the community resilience coordinator with planning, organizing, and administering the activities of the City-wide all hazard emergency management programs to promote preparedness, mitigation, response and recovery.

Assists as needed on emergency management projects or other City projects to help mitigate risk. Assists in managing the City’s emergency evacuation program.

Organizes and coordinates Executive Safety Committee meetings; ensures that committee members’ roles and responsibilities are assigned, understood, and carried out.

Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

OTHER -

Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

Leads and promotes a team culture and practice which encourages Risk & Safety team members to: demonstrate a respectful attitude toward customers and coworkers, engage in open communication, provide effective and efficient customer service, make data-based decisions, create visible value to the City and to act with the City’s best interests in mind.

Represents the interests of the City Attorney at meetings and other official functions as directed.

Prepares and presents at all levels of the organization, including presentations to City Council.

Collaborates and builds relationships with safety and risk managers within Colorado municipalities and counties, as well as at the state level.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

Advanced knowledge and understanding of risk management principles.

Strong knowledge of relevant federal, state and local regulations and statutes, including the Colorado Governmental Immunity Act, workers’ compensation statutes, and employment laws.

Advanced knowledge of insurance purchasing and practices, claims evaluation and resolution, and administration.

Solid negotiation skills, knowledge of legal system and litigation management.

Advanced analytical and problem solving skills;outstanding organizational skills. Advanced ability to think strategically with short- and long-term objectives and results in mind.

Strong leadership skills.

Ability to identify, analyze and address problems and trends in a timely, efficient and equitable manner.

Working knowledge of general municipal operations.

ESSENTIAL SUPERVISORY DUTIES

Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.

Schedules staff, assigns and supervises work, prioritizes programs and projects, and effectively uses available resources to accomplish objectives.

Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.

Coaches, counsels, and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies, and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate.

Provides training and job enrichment opportunities and encourages professional growth and development.

OTHER FUNCTIONS:

May represent the City at meetings and other official functions when so directed.

Operates a motor vehicle to drive to and from multiple site locations.

SCOPE OF AUTHORITY:

Receives limited supervision under the direction of the city attorney. Plans own work and the work of others to meet defined work plans and objectives. Prepares and develops plans for projects and programs involving coordination with other departments and/or outside organizations. Precedents and procedures relating to most risk management operations are readily available. Originates and develops complex ideas in new and undefined areas that impact a major segment of the organization. The position does not have the authority of a department director under Arvada City Code Sec. 2-97 or an "appointing authority" pursuant to Arvada City Code Sec. 7-32(2).

Financial Accountability:

Develops budget for risk management division. Responsible for making decisions that affect the outcome of allocations of money for projects. Approves expenditures up to a certain amount. Monitors the tracking of accounts payable and/or receivables and prepares financial statements and reports. Oversees risk management budget of $3.8 million+, with settlement authority to settle claims up to $100,000.

SUPERVISION EXERCISED:

Directly supervises exempt and non-exempt staff. Responsible for training, planning, assigning, and directing the work of staff. Responsible for interviewing and hiring, salary adjustments, promotions, and disciplinary actions. Recommends terminations.

Working Environment / Qualifications

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an office environment with low noise levels. Physical effort and activities include: Moderate physical effort handling objects up to 35 pounds occasionally and up to 20 pounds frequently.

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Bachelor’s Degree in Business, EHS Management, Risk Management or a related field. J.D. may be substituted for of Risk Management degree requirement. Seven years of required experience in either or both the risk management and legal fields. Required experience may include experience demonstrating comprehensive knowledge in one or both of the following areas:(1) risk management practices, claims management process, workplace safety regulations, Colorado’s workers compensation, and self-insurance program practices; and/or (2) civil litigation and insurance law. Two years supervisory experience or working in a lead role. A combination of education and experience may be considered.

Juris Doctorate preferred
