The High Performance Transportation Enterprise (HPTE) is now doing business as the Colorado Transportation Investment Office (CTIO). CTIO is how the Enterprise refers to itself now and in the future. However, the HPTE name is retained for legislative and legal documents. The CTIO is an Enterprise for the purposes of Article 10, Section 20 of the Colorado Constitution. Per CRS 43-8-806, CTIO is a government-owned business and a Colorado Department of Transportation (CDOT) Division responsible for seeking out innovative financing opportunities for the purpose of completing transportation infrastructure projects. Pursuant to the Statute, the powers of the Enterprise are to be broadly construed to allow sufficient flexibility, consistent with the State Constitution, to pursue any available means of financing such transportation infrastructure projects that will allow the efficient completion of the projects.About the PositionThe Analyst III contributes directly to the success and viability of the Express Lanes network for the State of Colorado. This position applies technical knowledge and skills to the investigation of operational needs and problems of the Tolling/Express Lanes Operations. This position is responsible for the tolling dynamic pricing algorithm analysis and implementation, conducting daily analysis and updating pricing algorithm parameters as needed to ensure traffic operations key performance indicators are met.This position carries out job functions within small, project-oriented, multidisciplinary teams of tolling professionals and supports direct interaction with peers within the context of tolling project meetings, operations, and toll project implementation and delivery.Your duties and responsibilities will include but not be limited to the following:

Conducts daily analysis in real-time to assess the adequacy of the dynamic pricing parameters and updates pricing algorithm parameters to ensure traffic operations key performance indicators are met.

Collaborates with peers and Traffic Operations Center (TOC) staff to ensure traffic speeds in Express Lanes meet the mandated federal requirement.

Analyzes batch data and reports on the performance of the dynamic pricing algorithm and makes adjustments as needed.

Conducts safety analyses in Express Lanes and tracks speed differentials between general purpose (GP) lanes and Express Lanes, with the implementation of dynamic pricing, to determine needed adjustments to pricing.

Applies knowledge and skills in ITS (Intelligent Traffic Systems) planning and ITS operational principles to solve specific toll pricing-related issues.

Oversees traffic conditions (safety and operations) on all Express Lanes. Reports on the operational performance of all Express Lanes to the Tolling Operations Program Manager weekly.

Provides the Annual Toll Rate Adjustment Analysis for Express Lanes.

Supports/oversees traffic modeling. Traffic safety report oversight, reviewing Mountain Express Lanes (MEXL) annual report, and toll rates annual adjustments report. Collaborates with others to provide input on these reports.

Effectively communicates analysis findings and recommendations related to toll lane dynamic pricing and produces graphical or tabular representations of data for presentations.

Evaluates before and after impacts of toll lane operations recommendations in conducting or assisting with assessments of toll lane operations and makes recommendations for changes based on evaluation.

Develops and deploys performance metrics for tracking results of toll lane operations including traffic speed and travel time reliability in Express Lanes.

Reviews consultant and Federal Highway Administration (FHWA) reports for accuracy and to ensure projects are in compliance with federal requirements.

Proposes optimal strategies and recommendations for toll lane operational improvements using statistical analyses and operational evaluation, focusing on dynamic pricing and data analysis.

Other duties as assigned.

Work Environment

Primarily daytime work hours, Monday – Friday, some work from home hours are permitted.

Occasional travel outside Colorado to attend tolling industry conferences.
