Description of JobDOLA is hiring multiple manager-level positions within the Division of Property Taxation. The Division coordinates and administers the implementation of property tax law throughout the state and operates under the leadership of the Property Tax Administrator, who is appointed by the State Board of Equalization. Appraisal Standards Section Manager: This position exists to provide management and supervision of a staff of Property Tax Specialists in the Appraisal Standards (AS) section. This position, through the AS staff, provides technical consultation and appraisal assistance, education and training, preparation and development of published guidelines, procedures, and policies for ad valorem valuation of all real and personal property statewide. This position provides services used by county assessors, their employees, governmental jurisdictions, legislators, and the public in providing appraisal services for all citizens of Colorado. The work includes interpreting legislative changes and establishing corresponding policies and procedures, determining staff and project scheduling, and assigning and supervising the work of staff. Position may be required to coordinate the investigation of a taxpayer complaint filed pursuant to §39-2-111, C.R.S., and may be required to coordinate the implementation of a State Board of Equalization order of reappraisal. Position supervises the collection of data and information for production of reports to assessors, the Governor, the General Assembly and others. This position writes and maintains staff position descriptions and performance plans, and initiates the hiring process, interviews applicants and recommends hiring and promotions. This position is the signing authority on actions that impact pay, job classification, and tenure of AS staff. This position acts on behalf of the Property Tax Administrator before quasi-judicial bodies, court hearings, conferences, meetings, and other public forums. Assessment Resources Section Manager: This position exists to provide management and supervision of a staff of Property Tax Specialists and Administrative Assistants in the Assessment Resources (AR) section. This position, through the AR section, provides support services for the Division including; fleet management for the Department, public information about ad valorem taxation in Colorado, quarterly updates to a detailed assessment procedural manual, fiscal notes on proposed legislation, Senior and Disabled Veteran Homestead Exemption verification, technical consultation on complex property tax assessment procedures, and interpretation of property tax law. This position provides services used by county assessors, their employees, governmental jurisdictions, legislators, and the public in providing assessment administration services for all citizens of Colorado. The work includes interpreting legislative changes and establishing corresponding policies and procedures, determining staff and project scheduling, and assigning and supervising the work of staff. Position may be required to coordinate the investigation of a taxpayer complaint filed pursuant to §39-2-111, C.R.S., and may be required to coordinate the implementation of a State Board of Equalization order of reappraisal. Position supervises the collection of data and information for production of reports to assessors, the Governor, the General Assembly and others. This entails: developing, revising, and implementing the systems and procedures of the work unit; recommending, to the Property Tax Administrator, policies and procedures to be implemented in addressing property tax exemptions; and supervising, developing, scheduling, reviewing, and evaluating the work of eight Property Tax Specialists and one Administrative Assistant. This position writes and maintains staff position descriptions and performance plans, and initiates the hiring process, interviews applicants and recommends hiring and promotions. This position is the signing authority on actions that impact pay, job classification, and tenure of Exemptions staff. This position acts on behalf of the Property Tax Administrator before quasi-judicial bodies, court hearings, conferences, meetings, and other public forums. This position is a member of the management team that oversees the operation of the Division of Property Taxation. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsResidency Requirement: This posting is only open to residents of the State of Colorado at the time of submitting your application. MINIMUM QUALIFICATIONS: Experience Only: Eight (8) years of experience in ad valorem property taxation valuation or administration. OR Education and Experience: Bachelor's degree in business, real estate, appraisal, accounting, finance, mathematics, economics, or a closely related field as determined by the Department. AND Four years of professional experience in ad valorem property taxation valuation or administration. OR Master's degree in business, real estate, appraisal, accounting, finance, mathematics, economics, or a closely related field as determined by the Department. AND Three years of professional experience in ad valorem property taxation valuation or administration. OR Doctorate degree in business, real estate, appraisal, accounting, finance, mathematics, economics, or a closely related field as determined by the Department. AND Two years of professional experience in ad valorem property taxation valuation or administration. Preferred Qualifications:

Experience instructing appraisal or assessment courses at the local and/or national level

Knowledge and understanding of accounting/financial principles

Knowledge and understanding of Colorado property tax law

Supervisory or lead work experience in ad valorem property taxation

A valid Colorado appraisal license.

Appeal Rights:
