We are ever mindful of our mission and responsibilities to society.Job SummaryProgram Manager is charged with supervising staff, managing programmatic budgets, coordinating activitiesamong community partners, collaborating with key stakeholders, ensuring compliance with all applicablerules, regulations, laws, and funder requirements, and achieving program objectives. Directly oversees clientservice teams and is responsible for developing and implementing program-specific policies and practicesthat support staff and client wellbeing, the professional development of staff members, and promote positiveoutcomes for clients. Collaborates with the building manager to maintain front desk and staffing of thebuilding for day-to-day operations. Drives hiring efforts for the team ensuring positions are filled swiftly.Typically, responsible for a single grant or contract.Essential Duties and Responsibilities

Oversees the assigned grant agreement by ensuring compliance with grant commitment and expectations of program funders and VOA, including the provision of supportive services.

Trains supervises and evaluates staff members. Ensures compliance with the requirements of their respective job descriptions and in accordance with established best practice standards.

Overseas hiring, firing, staffing, and scheduling for the SSVF Denver program. Acts as the primary hiring manager.

Responsible for performance management and evaluations

Composes and manages annual program budgets representative of grant agreements with program funders; monitors expenses and revises budgets as needed.

Conducts and facilitates regular internal reviews of all components, including monitoring for compliance to program requirements and best practices through client file reviews and client and community feedback. Ensures monthly audits of files. Provides follow-up and/or corrective action as necessary.

Is proactive in remaining apprised of evolving program regulations, standards, and best practices, and effectively integrates these practices into program operations.

Collaborates with administrative services staff to ensure that appropriate financial, personnel, and operational standards are adhered to as indicated by grant agreements with program funders.

Reviews general ledgers monthly to ensure spending adheres to grant agreements.

Aggregates and reviews program data to determine the effectiveness of services and progress in meeting service goals as indicated by program funders.

Leads STRAT reviews monthly ensuring team is meeting outcomes are being met for the program and strategizing solutions for areas where improvement is needed.

Reviews and approves invoices for program expenses and ensures expenses adhere to grant agreements.

Utilizes program data to develop strategic action plans for outreach and service delivery.

Ensures program staff provide accurate and timely documentation, and adhere to confidentiality, record keeping, reporting, and data entry and collection standards.

Coordinates activities among the community and maintains excellent working relationships with community stakeholders.

Assists in the preparation of regular grant applications, updates, or requests for information.

Collaborates with statewide field office staff to facilitate the continuity of high-quality services.

Performs all other duties as assigned.

Supervisory Responsibilities

Supervises client service teams.

Minimum Qualifications of Position· Bachelor’s degree in public administration, business administration, human services, or a closely related field or 4 years of equivalent work experience.· 1 years of direct supervisory or management experience.· Demonstrated ability to fulfill relevant program compliance and administrative requirements.· Demonstrated ability to lead teams of human service professionals.· Demonstrated abilities in effectively managing program grant agreements, contracts, and finances.· Must possess a Colorado driver’s license and state-mandated automobile insurance.· Must possess a personal vehicle that may be used for work-related travel (reimbursement for mileage is available).· Must complete agency and program credentialing within 12 weeks of hire and maintain credentialing standards thereafter.Preferred Qualifications of Position

Master’s degree in public administration, business administration, human services, or a closely related field.

2 years of management experience.

Knowledge and Skills

Demonstrated skillsets in financial management, operational management, grants/contacts management, and personnel management.

Ability to inspire, train, mentor, and lead teams.

Ability to respectfully and professionally serve individuals hailing from diverse backgrounds, cultures, ideologies, and religions.

Salary Range

$55,000-$64,200 annual

Working Conditions and Physical Requirements

Travel throughout the program’s service area is required on a regular basis.

Must be able to work in diverse and, at times, environments such as homeless shelters, service facilities, streets, offices, and all other locations as necessary to fulfill program objectives.

Position Type and Expected Hours of Work

Full-Time 40 hours per week with occasional overtime requirements

Location

Throughout the program service area. Primary offices in Denver. VSS Field Offices located are in: Denver, Greeley, Fort Collins, Grand Junction, Durango, Alamosa, Pueblo, and Colorado Springs.
