Description of JobAbout the Work Unit The Environmental Justice and Equity Branch within the Colorado Department of Transportation (CDOT) works directly with disproportionately impacted communities in the project planning, environmental study, and project delivery phases of planned regionally significant transportation capacity projects, as well as other department programs. The Environmental Justice and Equity Branch works to identify and address transportation inequities in technological, language, and information barriers that may prevent disproportionately impacted communities from fully participating in transportation decisions that affect health, quality of life and access to residents and disadvantaged and minority businesses in project delivery. These efforts occur in conjunction with ensuring Civil Rights laws and regulations are adhered to within the agency as well as for subrecipients.About the Position As the Industry Workforce Development Program Manager, you will serves as the program development lead for CDOT’s statewide industry/external workforce development investments, including program design and implementation throughout the state. Your role will include determining annual business plans, implementation guidelines, budgets, and directly overseeing the work of personal services vendors receiving payment via federally participating funds. This position possesses a unique level of knowledge and expertise in the workforce development field and is responsible for determining tactical plans to address worker skills gaps and talent shortages in industries that directly impact CDOT’s ability to deliver cost-effective highway design and construction projects for the state of Colorado.Your duties and responsibilities will include, but are not limited to, the following:

Lead CDOT’s statewide investments in workforce development, responsible for designing tactical plans to support innovative programming including budget creation, process development, and resource allocation.

Interpret case studies and best practices provided by USDOT, USDOL and other national research partners to formulate federally approved scopes of work that commit public funds to programming that is valuable for Colorado’s infrastructure workforce.

Evaluate and interpret federal, state, and industry guidance regarding workforce development to conceptualize, assess feasibility, and implement programming that has a demonstrable statewide impact.

Act as a direct liaison with USDOT to lead implementation of programs funded by On the Job Training Supportive Services (OJT/SS), Highway Construction Workforce Partnership (HCWP), and National Summer Transportation Institute (NSTI).

Absorb responsibility for USDOT-funded EJE initiatives aimed at workforce development as those opportunities and priorities are identified by Departmental leadership.

Analyze research, legislative and regulatory documentation, and policy developments to identify opportunities to remove barriers and address Colorado’s infrastructure workforce needs at all levels, including youth programs, adult skills-based education, and entrepreneurship.

Report to USDOT regularly on programmatic impacts and budgeting, and ensures that CDOT is participating in strategic national and statewide discussions regarding infrastructure workforce development.

Originate processes and guidelines that enable CDOT to effectively leverage public funds to support the development of an equitable, inclusive and diverse transportation and construction workforce in Colorado.

Perform strategic engagement and ongoing relationship development with other state agencies and industry associations to ensure that CDOT is aligned with existing and anticipated programming from other stakeholders who may be better positioned to reach target audiences.

Lead coordination conversations that connect CDOT’s Departmental initiatives with statewide priorities and programming, ensuring alignment with gubernatorial priorities and trends in best practices.

Lead purchasing and contract administration in support of workforce development, providing both strategic direction and administrative oversight of all vendors providing services that leverage federal and state workforce development funds.

Interpret federally approved scopes of work to create tactical documentation that reflects state purchasing requirements

Collaborate with CDOT’s Procurement & Contracts Branch to establish new processes and systems as needed in support of CDOT’s contractual delivery of its commitments to USDOT.

Work Environment:

Primarily 8:00 am – 5:00 pm work hours, Monday-Friday, with opportunity for a flexible schedule

After a training period, you will likely work a hybrid schedule with approximately two days in the office and three days working remotely every week
