Description of JobReporting to the Office of Governor CFO/Controller, the Deputy Controller is responsible for overseeing all day-to-day reporting functions, including, but not limited to general ledger maintenance, financial reporting, revenue and cash fund management, fiscal policy and procedure development/controls. The position is further responsible for preparation of state financial statements and federal financial reports, year-end audit, internal control over financial transactions and reporting, commitment voucher approval, evaluate accounting and compliance practices to ensure they are current, effective and efficient in accordance to GAAP, GASB, state/federal statutes, fiscal rules and regulations. The Deputy Controller works closely and collaboratively with the CFO to achieve a strategic, customer-centered approach to accounting principles in support of the agency’s mission. In addition, this role works collaboratively with senior leadership and budget and fiscal managers across the cabinet to provide strong management reporting, controls, and excellent customer service throughout the cabinet. Key Responsibilities Will Be: Cash Fund Management & Reconciliation State Financial Reporting Federal Financial Reporting Audit Requests & Response Oversight of fiscal functions, general ledger accounting/analysis and supervision Federal and State Financial Reporting: Has overall responsibility for Offices of the Governor financial reporting and audit, compliance with federal and state laws and regulations, agency fiscal policies and procedures, and other relevant guidance applicable to governmental accounting. Produce financial reports for both internal use and for external constituents. Prepare and/or review required financial reports in accordance with generally accepted accounting principles (GAAP), governmental accounting standards board (GASB), State of Colorado fiscal rules and Federal rules/regulations, OMB guidance and applicable federal award terms and conditions. Develop and prepare specialized financial and statistical reports as necessary or required by federal, state and local government regulatory agencies and private industry organizations. Oversight responsibility for accurate, timely, and complete reports as required by regulations, policies, and sound business practices. Cash Fund and Revenue Management and Reconciliation: Has overall responsibility for designing, implementing, reconciling, and monitoring cash fund programs and services that support agency’s efforts to provide efficient, effective, and responsible governmental accounting, cash fund accounting, financial reporting and audit. Monitor, record, and/or reconcile key accounts within the general ledger, such as cash on hand, accounts receivable, revenue and related accruals, grants and related receivables, restricted cash fund activity, and other complex accounts. Review journal entries and bank reconciliations for accuracy and completeness. Maintain adequacy and relevancy of GL accounts and related financial structure in CORE. Monitor financial activity for proper usage of GL codes, open/close accounts when appropriate, and provide guidance to the Finance department and others on accounts to use. Facilitates timely, accurate and complete documentation necessary to support the preparation of annual financial statements. Responsible for developing, implementing, and administering policies and procedures for all funds including but not limited to cash, enterprise, general, reappropriated and sponsored federal funds. Leadership and Customer Service: Collaboratively leads the agency and internal/external stakeholders through the annual accounting cycle including year-end processes; and leads the agency in implementing new accounting requirements, financial system upgrades, and internal controls. Leads staff toward setting and achieving divisional, unit, and individual goals and objectives. Provides general oversight for the unit to advance employee recruiting, hiring, and retention. Provides general oversight for employee performance and approved professional development to achieve division's goals and objectives. Support the agency mission, vision, commitments, core values and strategic priorities; Maintain strong customer relations with program staff, departmental fiscal staff, and community constituencies. Serves as a professional role model for divisional employees to advance ethical behavior, compliance, and commitment to agency’s mission, values, and strategic priorities. Essential Duties:

Serve as point of contact for financial reporting; coordinate the preparation of the annual financial statements to OSC, federal financial reports to Federal sponsors and support the Controller for the annual external audit

Prepare, examine, and verify a variety of financial statements and reports for completeness and accuracy

Assist the controller in preparation for external audits and implementing audit recommendations

Prepare supporting schedules and assist auditors (internal and external) as requested.

Maintain and create documentation of the financial statement preparation process, including documentation of the controls in place to facilitate efficient and successful annual audit

Maintain working knowledge of GAAP, GASB, Federal rules/regulations, OMB guidance as it applies to governmental entities to ensure proper accounting for new/unique initiatives such as revenue recognition principles, governmental fund accounting etc.

Assist in the administration and interpretation of fiscal rules, regulations, policies and procedures

Direct and oversee the maintenance and reconciliation of the chart of accounts to ensure compliance with reporting requirements. Oversee monthly reviews of general ledger, analyzing transfers and researching material variances

Assist with the documentation of financial reporting risks under the purview of the Controller in the risk management module

Assist CFO/Controller to recommend financial improvements to processes and procedures to enhance efficiency and effectiveness. Champion process improvement efficiency, leveraging data and technology and industry best practices

Support the CFO/Controller as the technical accounting subject matter expert; collaborate with other finance leads in achievement of overall financial operations departmental goals

Supervises staff, including hiring, mentoring, conducting performance evaluations, approving annual leave, orientation of new employees, and motivating employees to use professional development resources

Develops staff accountants in preparing reconciliations, work papers and account analysis, and documentation. Participates in cross-training, development, and support for general accounting related activities

Improve financial infrastructure enhancement by provide training to staff. Identify areas to improve fiscal service excellence to cabinet constituents.

Provide agency-wide communication regarding accounting and year-end procedures when appropriate; provide training and assistance to the offices of the governor in the development and maintenance of fiscal policy and procedures, accounting/reporting/audit records

Serve in backfill capacity for commitment voucher and key subject matter experts participating in system implementations for the CFO/Controller

Performs other duties as assigned or required

Bachelor’s degree in Accounting from an accredited US college or university

Seven (7) to ten (10) years of progressive accounting, financial reporting or audit experience

Extensive working knowledge of computerized accounting / general ledger related applications.

Excellent analytical skills & demonstrated effectiveness dealing with complex processes & systems; Knowledge of report writing applications.

Demonstrated success managing staff & office operations; Strong leadership & team building skills.

Strong time management and planning skills required to coordinate and prioritize multiple projects simultaneously while adapting to changes in business requirements in a fast-paced environment.

Ability to work effectively with professional, non-professional, student personnel and/or various outside agencies in a professional & friendly manner; Demonstrated success & commitment to exceptional customer service.

Ability to clearly & effectively express self in written & oral communication.

Ability to function independently with a minimum of supervision, but willingness to receive & respond to direction.

Preferred Qualifications

Master's degree in a related field including accounting or a CPA, CMA or CFA certificate. CPA or CMA preferred.

Experience working in a State of Colorado agency or Colorado public institute of higher education. Extensive experience working with the State of Colorado financial system CORE and accounting principles of the State is preferred.

Advanced skill in Microsoft Excel, Access, and other Office Suite programs.

More than ten (10) years of experience managing general accounting and / or financial reporting of which the last five (5) years have been in a supervisory or managerial capacity and included supervising, hiring, and evaluating staff

Supplemental InformationSalary Range: $100,620 - $120,000 Annually This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.
