 The Contracts Manager is responsible for overseeing the entire contract lifecycle with emphasis on pre-award and RFP processes. This role requires expert knowledge of contract administration, negotiation techniques, and procurement procedures to ensure organizational compliance and maximize value from vendor relationships.Core ResponsibilitiesPre-Award/RFP Management (50%)Lead the development, review, and issuance of Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotations (RFQs)Design evaluation criteria and scoring methodologies for vendor proposalsCoordinate pre-proposal conferences and site visits with potential biddersManage the proposal evaluation process, including assembling and guiding selection committeesConduct cost and price analysis to determine fair and reasonable pricingPrepare comprehensive bid analysis reports and recommendations for leadershipEnsure compliance with organizational procurement policies and applicable regulationsLead negotiations with prospective vendors to secure favorable terms and conditionsDraft and finalize contract documents incorporating all negotiated termsSOX control responsibilities may be part of this role, which are to be adhered to where applicableContract Administration (30%)Maintain contract management systems and documentation repositoriesMonitor vendor performance against contractual obligations and service level agreementsProcess contract modifications, amendments, and change ordersManage contract renewal cycles and termination processesCoordinate contract closeout procedures and documentationConduct post-contract reviews to identify lessons learned and process improvementsRisk Management & Compliance (20%)Identify and mitigate contract-related risksEnsure adherence to organizational policies and applicable laws/regulationsMaintain current knowledge of industry best practices and regulatory changesDevelop standardized contract templates and procurement proceduresMaintain proper documentation for audit purposesProvide training to staff on contract processes and compliance requirements
