The CMU manages, coordinates, and provides fiscal compliance support by conducting comprehensive fiscal reviews at agency sites, performing desk reviews, gathering and analyzing source documentation, creating reports, and providing fiscal technical assistance to staff and subrecipients. This unit ensures compliance in accordance with applicable federal regulations, state fiscal rules, notice of award allowability, and contract provisions.What You'll Be Doing:This position ensures financial monitoring and compliance for the subrecipient contracts and purchase orders managed by AFSU to safeguard the integrity and soundness of the financial systems in accordance with statutory and regulatory requirements; provide for and meet the statutory, state fiscal rules and regulatory requirements of Office of Management Budget (OMB). This position conducts site visits, desk reviews, source documentation reviews, and other duties to assess financial risk and compliance, evaluate internal controls, and provide management with findings, and recommendations for strengthening operations, by performing interaction related to questioned costs, allowability, and other necessary technical guidance. This position gathers, analyzes, and reports information to middle and senior staff on specific and systematic topics (e.g. reporting, monitoring techniques, allowability of costs, and risk assessments). This position possesses knowledge of the Code of Federal Regulations (CFR) also known as the Uniform Guidance; Generally Accepted Government Auditing Standards, Generally Accepted Accounting Principles, State Fiscal and Procurement Rules; grant awarding; contracting; the request for application (RFA) process; identifying program guidance, and looking up statutory references.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMinimum Qualifications:Option 1: ExperienceSix (6) yearsof full time professional experience in budget analysis and implementation or financial auditing and monitoring. Demonstrated working knowledge of 2 CFR 200 and Excel is required. (Substitution)Option 2: Combination of Experience and EducationBachelor's degree from an accredited institution in accounting, finance, business or public administration, economics, statistics, or a closely-related field.AND Two (2)years of full time professional experience in budget analysis and implementation or financial auditing and monitoring. (Minimum qualifications) A master's or doctoral degree from an accredited college or university in accounting, finance, business or public administration, economics, statistics, or a closely-related field will substitute for the required experience on a year-for-year basis. Demonstrated experience assessing internal controls and making recommendations for improvement

Reviewing and documenting processes, making recommendations for process improvement in line with policies and internal controls

Demonstrated experience in regulatory and grant compliance of state, private or federal grants programs

Demonstrated experience in reviewing documentation to ensure expenditures are in compliance with contract terms

Demonstrated experience writing reports
