This position was created by federal legislation through H.R 1319.The American Rescue Plan Act (ARPA) of 2021.Upon successful completion of the term limited period, a retention payment will be paid out.We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage. The Office of Community Living (OCL) exists as part of the Department of Health Care Policy and Financing (the Department), which is the federally recognized single state agency to administer the Colorado Medicaid program. The Office administers the state’s Long-Term Care (LTC) programs such as nursing facilities, Program of All- Inclusive Care of the Elderly (PACE), Hospital Backup Level of Care Program (HBU), and Home and Community Based Services (HCBS) waiver programs. The unit provides oversight and monitoring for the state’s system for access to LTC programs. Staff within the Office are responsible for stakeholder relations, policy development and implementation, contract management and performance, program administration and overall LTC Medicaid program performance. The Office provides an important role in working toward the Department’s mission to improve access to cost-effective, quality long term care services and supports for Coloradans. Description of JobThe Strategic Outcomes Division is responsible for ensuring the overarching strategic goals and priorities are achieved through coordination across the department and with stakeholders through the following:

Develop, implement and coordinate statewide strategies and priorities related to policy and programmatic changes to the long-term services and supports (LTSS) systems.

Identify and coordinate across the Department programmatic and fiscal stewardship of Medicaid and state-funded LTSS programs and services, including using data analytics to track outcomes of identified strategies.

Evaluate effectiveness and person-centered outcomes for Medicaid and state-funded LTSS.

Design and implement innovative services, business processes and programs to improve access to and delivery of LTSS.

Provide project and process management support to the OCL.

Provide proactive communication and responses to requests for information through the formulation of communications strategies, tactics, and messaging on priority issues.

Develop, implement, and oversee a coordinated plan for stakeholder engagement across OCL.

Provide facilitation support for an array of stakeholder meetings essential to the functions and priorities of OCL

What you will be doing as ARPA Project Administrator:

Staff authority for the American Rescue Plan Act (ARPA) project planning, implementation, oversight, and reporting. This includes ensuring compliance with state and federal requirements related to the Act.

Responsible and accountable for planning, overseeing, monitoring, tracking and leading the ARPA projects it is assigned through the full project management lifecycle.

Requires interaction with a range of internal and external stakeholders, most often managing several projects and project teams simultaneously.

Leads project team members to successful completion of projects to realize the long-range strategic objectives of the Department.

Responsible for project activities that may include a business needs assessment and definition to determine system and operational solutions for timely and successful implementation and maintenance of compliance and system objectives.

Recommends to management and implements critical program and policy decisions related to the projects they are assigned.

Manages processes with internal and external stakeholders to ensure that program, systems, and/or operations impacts are identified in advance to provide notification of change to stakeholders as well as gain appropriate federal and State approvals.

Recommends and oversees the resource allocation related to project activities and the monitoring of project related tasks for quality and timeliness.

Collaborates with budget and accounting offices, Program offices, Policy offices, Communications and Human resources offices, and contract vendors to identify costs, schedule, and resources for project initiatives.

Seeks to clarify information and decisions from all stakeholders in the preparation of both temporary and permanent solutions to business needs.

Assists the Department with activities required by federal oversight agencies regarding federal funding, compliance obligations, and strategic plans.

Prior state experience related to the duties of this position

Masters degree in Public Health Administration, Health Care Administration, or related field.

Previous professional experience with:

Utilizing data for performance improvement and program development

Experience with Project Web App or Microsoft project software
