JOB SUMMARY: MCSG is seeking an Operations Planner to serve as Radio
Frequency (RF) Spectrum Management subject matter expert (SME) with
expertise in military satellite communications (MILSATCOM) management and
Space Electronic Warfare (SEW) to be part of the 392 Combat Training
Squadron's (392 CTS) United States Space Force (USSF) Exercise Team
at Schriever SFB, CO. This team supports the 392 CTS-led USSF exercises
(e.g., SPACE FLAG (SF), POLARIS HAMMER, Flashpoint, and SKIES
series). These exercises are designed to prepare Guardians to execute
operations in a realistic contested, degraded, and operationally limited
(CDO) environment against a thinking and determined adversary. The
Operations Planner - Spectrum Management position provides MILSATCOM payload
and spectrum management expertise and supports the planning and integration of
spectrum management activities in 392 CTS-led USSF exercises, Flashpoint
events, and mission-focused events. This position requires on-site support at
PRIMARY DUTIES:
Serves as a subject matter expert on spectrum management during 392 CTS-led
USSF exercises and Flashpoint events
Gathers information, establishes liaisons, and coordinates with key
internal and external USSF exercise stakeholders to integrate MILSATCOM
payload and spectrum management units (53 SOPS, 10 SOPS, etc.),
associated command and control (C2) elements, and training requirements
into USSF service-level exercises, Flashpoint events, or mission-focused
events
Works with USSF exercise planners to develop MILSATCOM payload and spectrum
management exercise scenario timing, effects, anticipated player actions, etc.
Coordinates manning and support requirements with USSF exercise team subject
matter experts and representatives from MILSATCOM payload and spectrum
management associated units.
Identifies MILSATCOM payload and spectrum management gaps and shortfalls in
M&S tools needed to provide realistic exercise environments.
Assists with USSF exercise planning conferences, coordination meetings,
training events, etc.
Participates as part of the USSF service-level exercise White Cell and
Exercise Control Group representing external MILSATCOM payload managers,
Wideband SATCOM Operations Center (WSOC), or other organizations to
provide realistic exercise inputs to facilitate spectrum management training
objectives.
Captures, analyzes, and reports observations and lessons learned
identified during the design, planning, and execution of USSF exercises,
Flashpoint events, and mission-focused events.
Supports hot wash debriefs and after-action report development after each USSF
service-level exercise, Flashpoint event, or MILSATCOM-related
mission-focused events.
Prepares event-related documents (i.e., trip reports, exercise
planning/execution products, after-action reports, lessons learned,
and meeting minutes) within established time frames.
Carries out other tasks as directed by contract leadership required to ensure
392 CTS mission success.
REQUIREMENTS:
14 years of space experience.
Experience working with Military Satellite Communication (MILSATCOM)
payload missions.
Fundamental understanding of the RF spectrum and analysis tools used for RF
spectrum management.
Understanding MILSATCOM missions, capabilities and limitations, command
and control (C2) constructs, and end-user requirements.
This position requires limited travel (less than 4-5 weeks/year).
PREFERRED QUALIFICATIONS:
Experience designing, planning, executing, and/or evaluating spectrum
management or radio frequency interference in an exercise or real-world
environ
Experience providing payload communications planning and communication
restoration for combatant commands, services, agencies, and
international partners.
Experience in spectrum management focused on ILSATCOM frequencies and RF
spectrum utilization.
Experience with MILSATCOM payload management and operations
Familiarity with WSOC operations.RELEVANT EXPERIENCE:
14 years of MILSATCOM or commercial spectrum management experience.
Experience providing mission assurance and continuous operational support
through real-time correlated monitoring, control, and management of MILSATCOM.
Experience operating wideband MILSATCOM mission payloads (e.g., WGS and DSCS).
EDUCATION: Bachelor's degree from an accredited academic institution.
CLEARANCE: Top Secret/SCI clearance.
