Job SummarySalary to be commensurate with qualificationsThis position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. Under FLSA guidelines, this position is non-exempt. Please be advised this position may close on or after 05/29/2024 without advance notice, should we receive a sufficient number of qualified applications. Under general supervision, performs personal property auditing and appraising work, including applying generally accepted accounting/appraising principles and auditing standards to document internal controls and determine, evaluate, and improve compliance, performance, and efficiency.Essential Duties/Responsibilities

Canvasses assigned areas of the County to discover and establish accounts for Personal Property.

Researches business journals and local publications for business information and ownership data for personal property.

Examines accounting records such as general ledgers, asset registers, expense accounts, source documents, and payroll journals to verify that transactions have been properly recorded and are in compliance with the State of Colorado Personal Property Statutes.

Reviews audits with taxpayer or business representative.

Educates taxpayers or business representatives on statutes or contract requirements to improve performance, compliance, and efficiency.

Prepares audit reports with recommendations for corrective action. Uses audit data to project a tax compliance variance factor for the statutory period.

Updates annual personal property accounts based on Declaration Schedules filed by owner/agent.

Prepares for and testifies in formal hearings and courts of law concerning appraisal, accounting, and auditing techniques.

Answers appeals, completes property specific appraisals, and presents opinions at various levels of litigation.

Applies auditing/appraising standards and statutory guidelines for compliance.

Researches and processes requests for abatements filed by the general public.

Performs other duties as required.

Supervision Exercised:This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.Supervision Received:Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.QualificationsKnowledge, Skills & Abilities

Knowledge of accounting/appraisal principles and auditing standards to sufficiently determine compliance with internal accounting procedures.

Basic knowledge of State Statutes, El Paso County policies, contract requirements, and other rules and regulations sufficient to be able to determine compliance.

Must be honest, truthful, trustworthy, and possess high personal integrity.

Skill in applying accounting/appraisal principles and auditing standards for determining liability for assessing appropriate taxes, and/or determining the reliability and integrity of a given accounting system by evaluating its internal controls.

Skill in recognizing non-standardized situations and preparing recommendations for problem resolution to supervisor.

Skill in utilizing the principles and practices of effective and persuasive communications to elicit and/or present explanatory or interpretive information.

Must possess a high level of attention to detail and be thorough and attentive to detail in performance of duties.

Skill in applying existing guidelines or recommending new approaches to the development and modification of work plans, methods, and procedures.

Must be detail oriented and ensure accuracy in work.

Must have excellent organizational skills.

Ability to efficiently plan, schedule, and organize.

Ability to work with frequent interruptions; ability to prioritize tasks and to move between projects on short notice.

Ability to work independently with minimal supervision.

Ability to establish and maintain effective working relationships with other employees, organizations, and the public. Ability to provide excellent customer service.

Ability to operate standard office equipment.

Maintain regular and punctual attendance.

Required Education & Experience

High school diploma or equivalent education.

Two years of administrative experience in an Assessor’s Office or similar office environment.

Preferred Education & Experience

Associate’s degree or higher in business administration, accounting, or related field.

Licenses/Certificates

Must possess and maintain a valid driver's license.

Ad Valorum License required within two years of employment.

Pre-Employment Requirements

Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work ConditionsDuties are performed in a high-volume office and field environment; travel is required. Field work may require exposure to weather elements, hazards, and other adverse physical and environmental conditions.
