ABOUT THE WORK UNITThe mission of the Grants Management Office is to standardize, streamline and improve federal and state grant management practices. This Office promotes and provides assistance for projects and programs to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from all hazards events. Natural Disaster Mitigation Enterprise (NDME)

WORK ENVIRONMENT 8am-5pm Monday to FridayHybrid/Remote (Location is flexible)ABOUT THE POSITION The primary purpose of this position is to manage the Natural Disaster Mitigation Enterprise (NDME) that operates as a government-owned business operating under its own power to collect fees from certain insurance companies and uses the fees collected to promote natural disaster mitigation. Administers the grant program for this enterprise and provides local government technical assistance on natural disaster mitigation. This position develops budgets, determines plans, guidelines, processes, and staffing for the enterprise as per Legislation. Key Responsibilities:

Collects imposed fees from each insurer that has a policy or contract of insurance for the following: Fire, Allied Lines, Private Crop, Farmers Multiple Peril, Homeowners Multiple Peril, or Commercial Multiple Peril.

Transfer collected fees to the State Treasurer.

Promotes Natural Disaster Mitigation by issuing grants through the Natural Disaster Mitigation Grants Program.

Provide Local Governments technical assistance on Natural Disaster Mitigation.

Authorize and issue revenue bonds.

Adopt, amend or repeal policies for the regulation of the enterprises affairs.

Engage the service of contractors, consultants, and legal counsel, including the department and the attorney general's office, for professional and technical assistance and advice and to supply other services related to the conduct of the affairs of the enterprise.

Create and oversee the creation of the Board of Directors to govern the enterprise.

Ensure the Board is reporting to the General Assembly in a timely manner.

Manage the Natural Disaster Mitigation Cash Fund that is created within the State Treasurer’s Office.

Ensures grant compliance with applicable Federal and State regulations and requirements. Manage grant review processes and submits recommendations to leadership for funding.

Ensures proper training is conducted for stakeholders on the NDMGP.

Ensures timely distribution of grant guidance and updates from grantors to Division and Local partners.

Ensures all grant applications are complete and submitted on time.

Ensures all required reporting is completed, accurate and submitted on time.

Participates in Federal, State and Local audits or monitoring visits as required.

Recent and successful experience in grant management, grant compliance, and administration of federal, state, local, and foundation grants.

CONDITIONS OF EMPLOYMENT

Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.
