Develops a knowledge base, in manufacturing facilities, of United States Postal Service (USPS) regulations and standards. Organizes a network of subject matter experts, postal liaisons, and operations managers to ensure proper preparation of mail while identifying best practices on mail preparation and submission to minimize manufacturing costs. Participates in USPS and industry organizations to influence the development of policies favorable to the Company and its customers.
Responsibilities:Creates a communications network of manufacturing plant representatives for the integration and dissemination of postal information related to mail preparation, handling, and submission.Establishes and develops primary and secondary subject matter experts for each USPS mail classification.Establishes web-based information resources relating to current and pending mail preparation requirements.Provides leadership and support in the area of mail preparation for the sales organization and customers.Consults with clients to minimize postage while creating manufacturing plans to minimize manufacturing costs.Working with the USPS Rates and Classification Service, creates a national Optional Procedure Acceptance (OPA) procedure, integrating the appropriate features of the OPAs currently administered at each division.Establishes an audit program to ensure local manufacturing follows the OPA.Participates in USPS and industry organizations to influence USPS policy to benefit the Company, including the requirements for preparation and mail verification (including USPS's MERLIN program).Establishes relationships with key USPS personnel to aid in the resolution of issues.Evaluates and develop opportunities for business expansion.Provides feedback to the Company on business development.
