Job DescriptionThe Intensive Case Management Supervisor will provide programmatic oversight and direct supervision of Intensive Case Managers providing intensive post-reunification support and home study services to unaccompanied children and their sponsors in the Los Angeles area. The Supervisor provides weekly supervision, technical assistance and training to staff. The Supervisor ensures provision of trauma-informed, strengths-based services that support the safety and stabilization and access to resources of unaccompanied children and their families. The Supervisor works collaboratively with the national HSPRS team to coordinate case acceptance, training and technical assistance, and submit reports, as needed.ResponsibilitiesProgram management:Provide oversight of Level 3 Post Release Services, intensive case management in Garden Grove, CaliforniaOversees casework that provides crisis intervention, safety planning and interdisciplinary collaboration to stabilize UC in crisis. Caseworker includes support adapting to the placement and integration of the UC to the home and community including resource linkageOversees home studies and ensures they are comprehensive, culturally sensitive, trauma-informed and strengths-based assessment of the sponsor and minorEnsures compliance with Policy and Procedure in accordance with Cooperative Agreement for the delivery of the Home Study and Post Release Service program in a uniform mannerElevates the visibility of the HSPRS program within the office and local community to increase access to supportive services for unaccompanied childrenConducts outreach and education among local service providers and systems (CPS, for example) to improve awareness and understanding of challenges facing unaccompanied childrenActively engages stakeholders such as CPS, behavioral health providers to increase and enhance services and support available to UC requiring intensive case managementSupport the transition of the HSPRS program from national to local implementationWork collaboratively with the national network of HSPRS providers to pilot PRS Expansion service model includingMonitor for program compliance and timeliness of deliverables; address deficiencies in a timely mannerReviews and approves all PRS reports in a timely manner and ensures quality of care to unaccompanied children and their familiesEnsure timely submission of Notices of Concern to the donor to document serious incidents involving unaccompanied minorsProvide data to national HSPRS team for quarterly and annual reporting to the donorPrepare for on-site and desktop monitoring by national HSPRS team and ORR per request from National TeamWork collaboratively with national HSPRS team to create and implement continuous quality improvement initiativesParticipate in network meetings and activities with the national HSPRS teamPeople Management:Provides oversight of Intensive Case Managers providing service to unaccompanied childrenResponsible for timely recruitment and onboarding of highly qualified direct service staff positionsSupports the onboarding of new staff and works in collaboration with the National teamEnsure staff meet donor requirements and satisfactory completion of pre-service training requirements in accordance with Cooperative AgreementPromote staff safety and well-being and participate in creating standard operating procedures and training materials that reinforce the sameRegularly supports staff in responding appropriately (crisis intervention and safety planning) to crisis situations (abuse, trafficking, exploitation, etc.), that arise with children and sponsors and seek technical support as needed from HSPRS national teamSupport staff in managing required caseload to meet capacity goals. Support staff in resolving capacity issuesConduct Performance Management ActivitiesOther:Serve as a mandated reporter and ensure reporting of suspected abuse or neglect by all staffOther duties as assignedSkills and RequirementsQualificationsEducation:Master's degree in social work, psychology, sociology, or other relevant behavioral science in which clinical experience is a program requirement, plus at least two years of postgraduate direct clinical service experienceExperience:A minimum of three years case management experienceExperience providing post-reunification support, casework documentation, working with children and youth, family reunification/preservation, and/or foster care/child welfare and previous work experience with foreign born youth is required.Experience conducting home study assessments (for UC, adoption or foster care) highly preferredA minimum of two years of prior supervisory experience,Prior experience networking and building relationships across organizations or programs is required.Prior experience collaborating with stakeholders in complex interventions with clientsExtensive experience and comfort conducting home visiting is requiredSkills:Superior written and verbal communication skills.Ability to track and analyze data and adjust plans to ensure performance.Strong writing skillsProficient in Microsoft Office applications.Experience using database for client record keepingOrganized and ability to work in a fast-paced, high-pressure environment.Ability to work in a multi-cultural environment required.Special RequirementsSpecial Requirements:Possess and maintain active licensure in California.Fluency in English and Spanish;Valid driver's license and insurance.Personal vehicle.Must be comfortable conducting visits in the client's home, including in unfamiliar areas. Must be able to travel frequently and independently often with limited notice.
